Can a Communist Party Member Introduce a Person to the Union?
According to Section 3, Part I of Guidance 22 HD/TWDTN in 2013, the procedure for admitting new members to the Ho Chi Minh Communist Youth Union is stipulated as follows:
- Young individuals wishing to join the Ho Chi Minh Communist Youth Union voluntarily write an application and provide their personal history to the local youth union subdivision or primary youth union subdivision.
- They must study the Union's Charter and be equipped with basic knowledge about the Union before being admitted.
- They must be introduced by a union member or a Communist Party member (in areas where there is no Union organization). The introducing member or party member must have worked, labored, or studied with the candidate for at least three continuous months.
+ For members of the Ho Chi Minh Young Pioneer Organization, introduction is made by the entire squad.
+ For members of the Vietnam Youth Union, introduction is made by the entire chapter.
+ For members of the Vietnam Student Union, introduction is made by the executive committee of the chapter.
- The youth union subdivision reviews and votes on each candidate separately, requiring more than half of the attending members to approve, and the decision is ratified by the direct superior union level.
In special cases in remote areas, regions with difficult access, or dispersed working units where holding a full subdivision meeting is not feasible, with the approval of the superior union level, the review and admission can be conducted by the executive committee of the youth union subdivision and ratified by the direct superior union level.
- In cases where young individuals are attending high school in locations without a youth union subdivision, the admission of new union members will be carried out by the school's youth union executive committee.
Thus, in places where there is no Union organization, a Communist Party member can introduce someone to the youth union. However, the introducing Communist Party member must have worked, labored, or studied with the candidate for at least three continuous months.
