Can a Bachelor's Degree with Average Classification Be Eligible for the Official Commune Examination?
According to Clause 1, Article 1 of Decree 161/2018/ND-CP, it is stipulated as follows:
"Article 4. Conditions for applying for official recruitment
The conditions for applying for official recruitment are carried out according to the provisions of Clause 1, Article 36 of the Law on Officials. The official-using agency determines other conditions according to the requirements of the recruitment position as specified in Point g, Clause 1, Article 36 of the Law on Officials, but must not be contrary to the provisions of the law, must not discriminate by type of training, diplomas, certificates, public schools, non-public schools, and must report to the official management agency for approval before recruitment."
Point c, Clause 1, Article 1 of Circular 13/2019/TT-BNV stipulates that commune-level officials must meet the general standards specified in Article 3 of Decree 112/2011/ND-CP dated December 05, 2011 of the Government of Vietnam on commune, ward, and commune-level town officials (hereinafter referred to as Decree 112/2011/ND-CP) and the specific standards as follows:
Professional qualification: Hold a university degree or higher in a field of study suitable to the requirements of the tasks of each commune-level official position; The provincial People's Committee specifies the professional qualification standards from intermediate level or higher for officials working in communes in mountainous areas, highlands, borders, islands, island communes, remote and isolated areas, ethnic minority areas, areas with extremely difficult socio-economic conditions;
Thus, currently, the law does not specifically stipulate which university degree classification will be eligible to take the commune-level official exam. Therefore, the decision will depend on the provincial People's Committee according to the actual conditions of the locality you are applying to.
