Buying a Used Motorbike in Hanoi: Is a License Plate Change Required?

Based on Clause 2, Article 11 of Circular 58/2020/TT-BCA on the regulations for reissuing and replacing vehicle registration certificates and number plates as follows:

Subjects for replacement or reissue of vehicle number plates: Number plates that are blurred, broken, damaged, or lost, or vehicle owners who wish to change 3-digit, 4-digit plates to 5-digit plates; vehicles used for business transportation that have been registered with white background plates, black characters and numbers, change to yellow background plates, black characters and numbers.

Thus, currently, the law does not require changing the number plate when transferring the ownership of an old vehicle. Therefore, you will not need to return to your hometown to apply for a new number plate in Long An province. Furthermore, when registering for a transfer of ownership, the old number plate will be retained except in cases where 3-digit or 4-digit plates are replaced with 5-digit plates as regulated.
