Authority to Award Commendation and Emulation Titles for Units under the Ministry

According to the provisions of Clause 2, Article 7, Circular 21/2020/TT-BGDDT (effective from October 01, 2020): The authority of the head of a unit with legal personality stipulated at Point a, Point b, Point c, Clause 1, Article 2 of this Circular: Among them, Point a, Clause 1, Article 2 of this Circular refers to Departments, General Departments, Inspectors, Offices, Executive Committees, Project Management Boards, schemes, and programs under the Ministry of Education and Training (hereinafter collectively referred to as units under the Ministry Agency).

Thus, the units under the Ministry Agency have the following authority:

- Conferring the title of "Advanced Labor Collective" to units under their direct management authority; conferring the titles of "Advanced Worker," "Grassroots Emulation Soldier" to individuals of units without legal personality under their direct management authority;

- Submitting proposals to the Minister of Education and Training for consideration and decision to award the “Excellent Labor Collective,” “Emulation Flag of the Ministry of Education and Training,” “Ministry-level Emulation Soldier,” Minister's Certificate of Merit, Commemorative Medals according to regulations; submitting proposals to the Minister for consideration and submission to the competent authority for state-level commendation according to regulations.
