In accordance with Article 25 of the Regulations on the management, operation, and exploitation of the national public service portal issued together with Decision 31/2021/QD-TTg (Effective from December 9, 2021), which stipulates the rights and responsibilities of agencies and organizations receiving and processing administrative procedures in the exploitation and use of administrative procedure data on the national database as follows:
1. Exploiting and using administrative procedure data posted on the national database on administrative procedures to serve for public disclosure at the headquarters of the agency, unit receiving and processing administrative procedures within the scope of delegated functions and powers and integrating with the Public Service Portal, the national single-window electronic information system at the central and provincial levels to process administrative procedures.
2. Receiving and processing files for organizations and individuals in cases where organizations and individuals have fully met the requirements for files, application forms, administrative declaration forms according to the regulations on administrative procedures posted on the national database on administrative procedures; no additional content regarding administrative procedures other than what has been posted on the national database on administrative procedures shall be stipulated.
3. When discovering that administrative procedures that have come into effect have not been announced, disclosed, or have been announced and disclosed but are not accurate, complete according to regulations, or have expired, been annulled, abolished but are still publicly posted or do not ensure necessity, reasonableness, legality, agencies and organizations processing administrative procedures are responsible for notifying, sending feedback to the Office of the Ministry, equivalent agencies, the Vietnam Social Security, the Social Policy Bank, the Vietnam Development Bank; the Provincial People's Committee Office or the Administrative Procedure Control Department under the Government Office for timely handling.
