Authority for End-of-Year Evaluation and Classification of Party Members' Quality
In Guidance 16-HD/BTCTW in 2018 on the self-assessment and annual quality rating for the Communist Party organizations, Communist Party members, and collectives and individuals in leadership and management positions at all levels issued by the Central Organization Committee, there are regulations on the responsibility and authority to evaluate and rate the quality of party members at the end of the year as follows:
- The grassroots Communist Party committee or grassroots cell committee (basic cell where there is no cell committee) presides over the organization, implementation, and consideration, and decides the quality rating level of party members.
- Each party member conducts a self-assessment and quality rating.
- Related entities participate in evaluating and rating the quality of party members:
+ For evaluating members who are officials and public employees, and others paid from the state budget and revenue sources from public service providers (hereinafter referred to as officials and public employees): (1) The cell committee where the party member operates; (2) The collective leadership of the organization where the party member holds a leadership position; (3) The head of the agency or unit directly managing and employing the officials and public employees; (4) The grassroots cell committee where the party member resides; (5) Communist Party members in the basic cell.
+ For evaluating members who are not officials and public employees: (1) The cell committee where the party member operates; (2) The collective leadership of the organization where the party member holds a leadership position; (3) Communist Party members in the basic cell.
