Based on Article 6 of Regulation 65-QD/TW in 2022, the authority and responsibilities are stipulated as follows:
- Authority
Execute according to the regulations on delegation of cadre management.
- Responsibility
- The authority level that decides on cadre rotation is responsible for leading the development of cadre rotation plans, arranging and assigning work for cadres after rotation; implementing procedures to ensure democracy, openness, and transparency; monitoring, supervising, and handling violations; managing, evaluating, and reviewing annually for rotated cadres; summarizing and concluding cadre rotation tasks.
- The sending agency is responsible for evaluating and assessing cadres proposed for rotation; cooperating with relevant agencies in managing, supervising, and maintaining regular contact with rotated cadres; responsible for receiving, arranging, or proposing work arrangements for cadres after rotation...
- The receiving agency must strictly comply with the cadre rotation decision of the authority; responsible for arranging work, creating a favorable environment and conditions for rotated cadres to excel in their capabilities; managing and evaluating cadres during the rotation period; cooperating with relevant agencies to propose arrangements for using cadres after rotation...
- Rotated cadres must strictly comply with the regulations, rules, and assignments of the authority, the sending and receiving agencies; cultivate, improve, leverage capabilities, and strive to complete assigned tasks well. Subject to monitoring, supervision, and periodic or ad-hoc reporting as required by the managing agency.
- The organizing and human resource advisory agency of party committees and organizations is responsible for leading, collaborating with relevant agencies to advise party committees and organizations on developing rotation plans, evaluating, assessing, proposing arrangements for cadres before and after rotation; advising on summarizing and concluding cadre rotation tasks.
- Relevant agencies are responsible for verifying, checking, and reviewing rotated personnel according to their functions, tasks, and the requirements of the authority; collaborating with the organizing and human resource advisory agency in the inspection, supervision, and providing feedback on the arrangements and placement of cadres after rotation,...
Duration of Cadre Rotation
According to Article 8 of Regulation 65-QD/TW in 2022, the rotation duration is as follows:
The rotation period is at least 3 years (36 months). In special cases, the authority will review and decide.
