2. For individuals
2.1. Political and ideological criteria: The individual must have a firm political and ideological foundation, uphold the Party's leadership, and follow the Party's line, platform, and policies. The individual must be honest, clean, and upright, and must always set an example for the people. The individual must have a strong sense of organization and discipline, and must always uphold the unity of the Party. The individual must strictly follow the organization's assignments, and must always implement the Regulations on the things that Party members must not do. The individual must be responsible, have good work style, and be effective in their work methods. The individual must actively participate in the fight against corruption, waste, and negativity, as well as any signs of political and ideological deterioration, moral decay, "self-transformation," and "self-transition." The individual must fully implement their commitment to self-cultivation, self-improvement, and striving for progress every year.
2.2. Work performance criteria: The individual must achieve the assigned duties and tasks in the year (quantified by specific products). The individual must have strong skills and credibility. The individual must be a role model for themselves and their family members. The individual must maintain close ties with the people.
2.3. The individual must overcome any shortcomings, weaknesses, or shortcomings that have been identified.

Therefore, the assessment of party members at the end of 2023 is based on the following 3 criteria:
Criteria 1:

What are the levels of party member assessment in Vietnam?
Based on Article 12 of Regulation 124-QĐ/TW in 2023, the levels of party member assessment in Vietnam are as follows:
(1) Outstanding performance:
- Individuals who have outstanding achievements and are role models for others.
- All evaluation criteria are rated "Good" or higher.
- In particular, the criteria for performance of assigned duties and tasks are all rated "Excellent" with specific products.
Party members complete 100% of the targets and tasks set out in the plan or assigned work on time, ensuring quality and efficiency.
- Of these, at least 50% of the targets and tasks are exceeded.
(2) Good performance:
- Individuals who meet all evaluation criteria at the "Average" level or higher.
- In particular, the criteria for performance of assigned duties and tasks are all rated "Good" or higher with specific products.
- Complete 100% of the targets and tasks set out in the plan or assigned work on time, ensuring quality and efficiency.
(3) Satisfactory performance:
- Individuals who meet the basic criteria at the "Average" level or higher with specific products.
- All tasks are completed, with no more than 20% of the criteria not meeting quality or progress requirements.
(4) Unsatisfactory performance:
- Individuals who have evaluation criteria at the "Poor" level or who meet one of the following conditions:
+ Concluded by the competent authority to have signs of political and ideological degeneration, moral decay, "self-transformation", and "self-transition";
+ Violated the regulations on the things that Party members must not do;
+ Violated the responsibility to set an example, affecting the reputation of oneself and the unit where one works.
- More than 50% of the criteria for performance of duties in the year are rated as not completed.
- More than 50% of the number of low votes at the voting session for trust according to regulations in the year of evaluation.
- Subject to disciplinary action in the year of evaluation (except for cases of self-discovery and rectification of consequences).
- In case the individual has shortcomings and violations that occurred at the old unit but were disciplined and executed at the new unit, they will be counted in the evaluation and grading results of the old unit (not attributing responsibility to the new unit).
- In case the individual has shortcomings and violations that occurred at both the old unit and the new unit, they were disciplined and executed at the old unit and the new unit, the disciplinary form will be counted in the evaluation and grading results according to the time of identifying the violation at each unit.
Who are the party members who do not carry out the self-examination and assessment, grading of the quality of party members at the end of 2023 in Vietnam?
