Arranging members of Project 600 as Deputy Chairpersons of the commune in Vietnam

At the 10th session of the 13th National Assembly, Deputy Giang Thi Binh, a delegate of the Lao Cai Provincial National Assembly Delegation, sent a question to the Minister of the Ministry of Home Affairs regarding the Project 600 Deputy Chairpersons of communes.

The content of the question is as follows: "The Project 600, which aims to appoint young intellectuals as Deputy Chairpersons of communes in 62 poor districts nationwide, is coming to an end. It can be said that the mobilization and attraction of young officials and intellectuals to work in highland and difficult areas have significantly contributed to the standardization and improvement of the quality of the grassroots civil servant workforce. This is one of the decisive factors for the success of the socio-economic development efforts, contributing to accelerating the poverty reduction progress at the local level. However, with the conclusion of Project 600, young intellectuals share concerns about their job positions and the possibility of contract termination after the project's implementation period. At the same time, they express their desire to continue contributing their youth and intellect to the development of their homeland and country. I would like to request the Minister to provide information on how many of the mentioned 600 young intellectuals have been appointed to participate in the commune-level Party committees or have been assigned higher positions than Deputy Chairpersons of communes. What solutions does the Minister propose to advise the Prime Minister on arranging employment for the aforementioned 600 young intellectuals when the project ends?"

Implementation results of Project 600 Deputy Chairpersons of communes

Implementation of Decision 08/2011/QD-TTg dated January 26, 2011, issued by the Prime Minister on strengthening personnel for communes in poor districts to implement Resolution 30a/2008/NQ-CP dated December 27, 2008, of the Government on the Program for Rapid and Sustainable Poverty Reduction in 61 poor districts, as well as Decision 170/QD-TTg dated January 26, 2011, issued by the Prime Minister approving the pilot project to select 600 outstanding young intellectuals with university degrees to serve as Deputy Chairpersons of People's Committees in communes of 62 poor districts (now 64 poor districts).

Up to now, many young intellectuals have demonstrated their knowledge, abilities, and made positive contributions to the local socio-economic development. Following the guidance of the Ministry of Home Affairs in Official Dispatch 2875/BNV-CTTN dated July 30, 2014, the Party committees and local authorities in the implementation areas of the project have created favorable conditions for young intellectuals to demonstrate their knowledge, abilities, and qualities in fulfilling assigned tasks. They have been evaluated, commented on, and planned for leadership positions from commune level and above. The results are as follows:

- Out of 575 young intellectuals, 258 (44.9%) have been planned for higher leadership positions such as department heads and deputy department heads at the district level, Party committee secretary and deputy secretary, Chairman of People's Committee, and People's Council at the commune level.

- 190 out of 575 young intellectuals (33%) continue to hold the position of Deputy Chairman of People's Committee for the term 2016-2021.

- The remaining 127 out of 575 young intellectuals (22.1%) have not been planned for any position.

Therefore, 448 out of 575 young intellectuals (77.9%) continue to be appointed as Deputy Chairpersons of People's Committees and planned for higher leadership positions.

Based on the above planning, in the Party congresses of 20 provinces implementing the project, 153 young intellectuals (26.6%) have been elected to and served in the Party Committee Executive Board for the term 2015-2020.

In addition to being elected and approved as Deputy Chairpersons of People's Committee for the term 2011-2016 and planned for Party committee positions for the term 2015-2020, 4 young intellectuals have been assigned as deputy department heads at the district level, and 16 young intellectuals have been elected as Chairpersons of People's Committee at the commune level.

Solution for arranging and utilizing young intellectuals after the project ends

To continue implementing the project, the Ministry of Home Affairs has submitted to the Prime Minister to report to the Politburo on the arrangement and utilization of the strengthened team of young intellectuals as Deputy Chairpersons of People's Committees from now until the end of the project (June 2017). The principle is to ensure that all young intellectuals, from those who have completed their tasks to higher levels, are evaluated and assigned suitable positions based on their qualifications, qualities, and abilities.
