Selection and training of reserve officers - Eligibility Criteria:

1. Eligible candidates for selection:

a) Professional soldiers and reserve non-commissioned officers preparing for discharge.

b) Reserve non-commissioned officers, officers, civil servants, employees, and citizens who have graduated from university or above.

c) Students graduated from university.

What are regulations on the role of the Ministry of Education and Training in the selection, approval, and calling for the training of reserve officers in Vietnam?

Pursuant to Clause 2, Article 6 of Decree 78/2020/ND-CP stipulating as follows:

1. The District-level Military Command selects cadres, civil servants, public employees, citizens who have graduated from university or above, and reserve non-commissioned officers who are working, or residing in the local area, and reports to the Provincial-level Military Command, the Ho Chi Minh City Command, or the Hanoi Capital Command for approval. The Provincial-level Military Command and the Ho Chi Minh City Command submit the evaluation results to the Military Region Command for review. After receiving the evaluation results from the Military Region Command and the approval from the Hanoi Capital Command, the District-level Military Command submits the decision to call each individual for reserve officer training to the Chairman of the People's Committee at the same level for decision-making.

2. The Ministry of Education and Training assigns quotas and provides guidance to academies and universities (except for academies and institutions under the Ministry of Defense and the Ministry of Public Security) for the selection and approval of students upon graduation from university for reserve officer training. The evaluation results are reviewed and submitted to the Minister of Defense for decision-making by the directors and principals of academies and universities. The directors and principals then issue the decision of the Minister of Defense to call the selected students for reserve officer training.

3. Lower-level units directly under the Ministry of Defense organize the selection of professional soldiers and reserve non-commissioned officers preparing for discharge for reserve officer training according to the assigned plan. The personnel are evaluated and the decision to call each individual for reserve officer training is made by the units directly under the Ministry of Defense.

4. The selected candidates for reserve officer training as mentioned in Clauses 1, 2, and 3 of this Article are responsible for strictly complying with the laws and regulations regarding the selection and training of reserve officers, and for complying with the decision to call for reserve officer training issued by the competent authority.

5. The ministries and provincial People's Committees responsible for selecting the source of reserve officer training are responsible for ensuring the rights and benefits of the individuals called for reserve officer training in accordance with the provisions of the law.

Is a health examination certificate required for the selection and training files of reserve officers in Vietnam?

Pursuant to Point c, Clause 1, Article 7 of Decree 78/2020/ND-CP stipulating as follows:

1. The selection and training files for reserve officer candidates include:

a) A self-narrative curriculum vitae, with confirmation from the Chairman of the People's Committee at the commune level of residence or the Head of the organization where they work, study, or are employed (applicable to officers, civil servants, employees, citizens who have graduated from university or above, students upon graduation from university, and reserve non-commissioned officers); military records (applicable to professional soldiers and reserve non-commissioned officers preparing for discharge).

b) Verification of personal background.

c) Health examination form or certificate.

d) Certified copies of diplomas, certificates, or recognition of foreign educational institutions or copies issued by the competent authority.
