According to the provisions of Article 55 of the Law on Management and Use of Weapons, Explosives and Combat gears 2017:
1. The following entities are equipped with combat gears:
...
m) Guardians of authorities, organizations; providers of security services;
According to the above regulations in Vietnam, security forces of authorities, organizations; providers of security services are subject to being equipped with military weapons.
At Point b, Clause 3, Article 9 of Circular 17/2018/TT-BCA :
Security forces of authorities, organizations; providers of security services when performing security duties at state agencies; important political, economic, diplomatic, scientific and technical, cultural and social goals; on the train; bank; hospital; economic zones, industrial parks, export processing zones; enterprises producing, trading, and using industrial explosives; Enterprises trading in gold, gems, foreign exchange, and Vietnamese currency shall consider equipping combat gears of the following types based on the nature and requirements for performing security tasks:
- Electric gun
- Guns that shoot explosive bullets, rubber, and tear gas
- Bullets used for these guns;
- Pepper spray equipment
- Electric baton;
- Metal baton;
- Rubber baton;
- Knife catching gloves;
- Armor;
Thus, the security forces at the Bank are equipped with guns and combat gears as analyzed above. However, the gun here is an electric gun in Vietnam.

According to Clause 5, Article 3 of the Law on Management and Use of Weapons, Explosives and Combat gears 2017 stipulates:
5. "sporting weapons” means weapons that are manufactured in non-industrial and industrial manners and used for sport training and competitions, including:
a) Air rifles, rifles using exploding bullets, air handguns, handguns using exploding bullets, sporting guns using paintballs, skeet guns and ammunition used for these weapons;
b) The cold weapons prescribed in Clause 4 of this Article used for sport training and competitions.
In Clause 2, Article 3 of Circular 17/2018/TT-BCA regulates subjects equipped with sporting weapons, including:
+ People's Public Security Sports Training and Competition Center;
+ People's Public Security Academy and School;
+ People's Public Security Professional Training and Development Center has sports competition training.
Thus, air handguns belong to sports weapons in Vietnam and are issued to the People's Public Security Sports Training and Competition Center; Students, the People's Public Security School and the People's Public Security Professional Training and Development Center have sports competition training.

According to Clause 4, Article 3 of the Law on Management and Use of Weapons, Explosives and Combat gears 2017, daggers are considered cold weapons.
At the same time, according to the provisions of Clause 1, Article 28 of the Law on Management and Use of Weapons, Explosives and Combat gears 2017, entities equipped with cold weapons include:
a) Vietnam People’s Army;
b) Vietnam Civil Defense Force;
c) Vietnam Coast Guards
d) Vietnam People's Public Security
dd) Cipher force;
e) Foresters and Vietnam Fisheries Resources Surveillance;
g) Aviation security force;
h) Customs officers working at border checkpoints and specialized forces carrying out tasks of anti-smuggling affiliated to customs to Vietnam Customs.
i) Sporting clubs and providers of training in sports that have obtained operating licenses;
k) Centers for national defense and security education;
From the above regulations it can be seen that foresters can be armed with daggers in Vietnam.
