Are persons suffering from acute external otitis exempt from military service in Vietnam?
I have had chronic middle ear inflammation for 2 years. Last year, my health was graded category 4 at the medical check-up for military service. This year, I am still suffering middle ear inflammation. However, the doctor diagnosed it as acute external otitis, categorizing my health as level 3. Do I have to fulfill military service obligations?

According to Clause 4, Article 9 of Joint Circular 16/2016/TTLT-BYT-BQP, the health classification for military service is based on the scores given for 8 criteria listed on the military service health form, as follows:
- Category 1: All 8 criteria score 1 point.
- Category 2: At least 1 criterion scores 2 points.
- Category 3: At least 1 criterion scores 3 points.
- Category 4: At least 1 criterion scores 4 points.
- Category 5: At least 1 criterion scores 5 points.
- Category 6: At least 1 criterion scores 6 points.
According to this regulation, diseases related to the ear, nose, and throat that prevent individuals from meeting the health requirements for military service are specified in item 32 of Appendix 1, Section II, issued with Joint Circular 16/2016/TTLT-BYT-BQP, including:
Acute external otitis: Score 3T.
Furthermore, according to Clause 3, Article 4 of Circular 148/2018/TT-BQP, only individuals classified as health category 1, 2, or 3 are selected for military service according to the health classification standards stated in Joint Circular 16/2016/TTLT-BYT-BQP.
Therefore, if you are classified as health category 3 and meets the other requirements, you are still eligible for military service according to the regulations.

What are the standards for participating in military service in Vietnam?
According to Article 4 of Circular 148/2018/TT-BQP (effective from November 20, 2018), the selection and enlistment of citizens into the military are specified as follows:
1. Age:
- Citizens from the age of 18 to under 26.
- Graduate male citizen who enters university or college and postpones conscription for a training course of a level will be drafted until he turns 28.
2. Political requirements:
- Comply with Joint Circular No. 50/2016/TTLT-BQP-BCA dated April 15, 2016 of the Minister of National Defense – the Minister of Public Security on provisions for political requirements for conscripting citizens into the Vietnamese People’s Army.
- Drafting for crucial and classified agencies, units and positions in the Army; ceremonial battalion; professional National Guards and Military shall comply with regulations and law of the Ministry of National Defense.
3. Health requirements:
- Draft citizens with health type 1, 2, 3 as specified in Joint Circular No. 16/2016/TTLT-BYT-BQP dated June 30, 2016 of the Minister of Health – the Minister of National Defense on provisions for pre-enlistment check-up.
- Drafting for agencies, units and positions specified in Point b Clause 2 of this Article must ensure separate standards as regulated by the Ministry of National Defense.
- Do not conscript citizens with health type 3 and eye disorders (1.5 dioptre myopia or higher, hypermetropia at all degrees); drug addicts, those contracted with HIV, AIDS.
4. Cultural requirements:
- Draft citizens who finished 8th grade or higher in descending order. In areas where the drafting quota cannot be guaranteed due to hardship, request the competent authorities to consider and decide to draft citizens who finished 7th grade.
- Communes in remote and isolated areas, in areas with economic - social hardships according to regulations and law; ethnic minorities below 10,000 people shall draft no more than 25% of the citizens who finished primary education and the citizens who finished lower secondary education are drafted to fill the rest.
