Clause 2, Article 41 of the 2015 Military Service Law stipulates these following citizens shall have conscription exempted:
a) Any citizen who is a child of revolutionary martyrs or grade 1 wounded soldiers;
b) Any citizen who is a brother of revolutionary martyrs;
c) Any citizen who is a child of grade 2 wounded soldiers; a child of sick soldiers suffering labor capacity reduction of 81% or above; a child of people infected with dioxin and suffering labor capacity reduction of 81% or above;
d) Any citizen carrying out essential tasks who is not a soldier or a People’s Army;
dd) Any citizen who is official or youth volunteer assigned to extremely disadvantaged socio-economic area according to the law provisions for 24 months or more;
According to this Article, if you fall into one of the above cases, you are exempt from military service. In the case of crew members, they are not exempt from military service in Vietnam.

Pursuant to Article 30 of the 2015 Military Service Law, age subject to conscription is as follows:
Citizens turning to 18 years old shall be conscripted into the army. Age subject to conscription is from 18 to under 26 years old. A citizen who enters university or college and postpones the conscription shall be subject to conscription until he/she turns to 28 years old.
Pursuant to Article 31 of the 2015 Military Service Law, requirements for conscription and service in People’s Army force are stipulated as follows:
1. A citizen shall be conscripted into the army if he/she satisfies the following conditions:
a) Have conformable profile;
b) Strictly comply with the lines and policies of Communist Party, policies and laws of the State;
c) Have full health for service on active duty according to the regulations;
d) Have appropriate education level.
2. Requirements for service in People’s Army force are specified in Article 7 of the Law on People’s Army.
So, now you are 19 years old and meet the age to be called up for military service and have the appropriate educational level, that is, you are not required to have a 12/12 educational level. Therefore, you are not banned from being drafted into the army in Vietnam.

According to the provisions of the 2015 Military Service Law, military service is the glory of citizen to serving in People’s Army. Military service is performed in the regular armed forces or in reserve forces of People’s Army.
Citizens at the age for military service, regardless of ethnics, sectors, faiths, religions, education levels, occupations or residences, shall complete the military service according to the regulations in this Law.
Accordingly, according to the provisions of the 2015 Military Service Law and Circular 148/2018/TT-BQP, citizens meet the age standards, political standards, health standards, and health standards. cultural and do not fall into the cases of postponement or exemption from military conscription in peacetime (except in cases of voluntary military enlistment), then they will be considered for military conscription according to the provisions of law.
In particular, for health requirements:
a) Draft citizens with health type 1, 2, 3 as specified in Joint Circular No. 16/2016/TTLT-BYT-BQP dated June 30, 2016 of the Minister of Health – the Minister of National Defense on provisions for pre-enlistment check-up.
b) Drafting for agencies, units and positions specified in Point b Clause 2 of this Article must ensure separate standards as regulated by the Ministry of National Defense.
c) Do not conscript citizens with health type 3 and eye disorders (1.5 dioptre myopia or higher, hypermetropia at all degrees); drug addicts, those contracted with HIV, AIDS.
Thus: Based on the regulations cited above in Vietnam, if a citizen with health type 3 has myopia of 1.5 diopters or more or hypermetropia of any degree, he or she will not be called into the army in peacetime.
Therefore: In case you have nearsightedness in both eyes, it is 2.75 degrees, and if you have myopia on one side, it is 0.5 degrees, on the other side, it is 0.75 degrees, and there is also an injury to the ribs. Therefore, he will not be called into the army according to the provisions of law in Vietnam.
