Are All Current Communes Equipped with Official Commune Police?
At Article 6 of Decree 42/2021/ND-CP, provisions on the authority to decide on the organization of formal Commune Police and the roadmap for building formal Commune Police are as follows:
The Minister of Public Security decides on the organization of formal Commune Police.
The Director of Provincial Public Security, centrally-affiliated city shall discuss and consult with the Chairman of the district-level People's Committee before reporting to the Chairman of the provincial, centrally-affiliated city People's Committee to submit to the Minister of Public Security for a decision on the organization of formal Commune Police; ensuring each commune, commune-level town has the positions: Chief of Police, Deputy Chief of Police, Police Officer.
Completion of organizing formal Commune Police in key and complex communes, commune-level towns in terms of security and order before June 30, 2021; the remaining communes, commune-level towns nationwide shall complete the organization of formal Commune Police before June 30, 2022.
=> Thus, according to the above provisions, currently not all communes are organized with formal Commune Police. The formal Commune Police will be implemented according to a roadmap and completed nationwide by June 30, 2022.
