Application of Legal Scientific Research Results in Lawmaking According to the Provisions of the 15th National Assembly Term

Pursuant to Section 5, Chapter II of the Implementation Plan following Conclusion 19-KL/TW of the Politburo and the orientation project for the legislative program for the XV National Assembly term (Promulgated according to Decision 2114/QD-TTg in 2021 by the Prime Minister of the Government of Vietnam) stipulates the application of legal scientific research results into legislation construction as follows:

- Leading agency: Ministries, ministerial-level agencies.

- Implementation content: Emphasize the application of legal scientific research results into legislation construction. Modernize the methods and means of legislation construction. Exploit and apply the achievements of science and technology, especially digital technology to innovate methods, shorten processes, save time, and enhance the quality of drafting, appraisal, verification, assimilation, revision, and approval of law projects, ordinances, and draft resolutions.

- Implementation time: Annually.

In addition, according to the provisions of Section 6, Chapter II of the Implementation Plan following Conclusion 19-KL/TW of the Politburo and the orientation project for the legislative program for the XV National Assembly term (Promulgated according to Decision 2114/QD-TTg in 2021 by the Prime Minister of the Government of Vietnam) regarding the innovation of the funding allocation mechanism for legislation construction as follows:

- Leading agency: Ministry of Finance.

- Coordinating agencies: Ministry of Justice, ministries, ministerial-level agencies.

- Implementation content: Review and evaluate the implementation of the allocation and use of funds for legislation construction to amend, supplement or promulgate new mechanisms and policies on funding allocation in the direction of strengthening financial resources to ensure the quality of the legislative construction process, meeting the requirements of improving the quality of policy construction, projects, draft legal documents, including activities such as investigation, actual survey, policy impact assessment, and consultation, collecting opinions from the People.

- Implementation time: From 2021 to 2022.
