All Decisions of the Prime Minister of the Government of Vietnam Are Legal Normative Documents?

Based on Clause 2, Article 3 of Decree 34/2016/ND-CP, the following is stipulated:

The decision of the Prime Minister of the Government of Vietnam is not a legal normative document in the following cases:

- Approval of strategies, programs, schemes, projects, and plans;

- Assignment of socio-economic targets to agencies and units;

- Establishment of universities; establishment of steering committees, councils, or committees to carry out tasks within a specified time period;

- Rewards, disciplinary actions, job transfers;

- Appointment, dismissal, discharge, acceptance of resignation, temporary suspension of officials;

- Other decisions not containing the content prescribed in Article 20 of the Law.

Thus, it can be seen that not every decision of the Prime Minister of the Government of Vietnam is a legal normative document, and those falling into any of the above cases are not considered VBQPPL.
