After the salary reform, how shall the salary table by position of employment in 2024 in Vietnam be changed?

Pursuant to Subsection 3, Section 2 of Resolution 27/NQ-TW in 2018 stipulating the contents of salary reform, the salary of civil servants, public employees, and armed forces after salary reform will have a new salary structure consisting of: Basic salary and allowances.

New salary structure = Basic salary (70%) + Allowances (30%)

In addition, the salary table by position of employment will be divided into 5 specific tables as follows:

[1] Position salary table applicable to civil servants, public employees holding leadership positions;

[2] Professional and technical salary table according to civil service ranks and professional titles of public employees applicable to public employees not holding leadership positions

[3] 3 salary tables for the armed forces, including:

- Salary table for officers of the Vietnam People's Army, officers and non-commissioned officers of the Ministry of Public Security (according to position, title and military rank or rank);

- Salary table for professional soldiers, technical professionals of the Ministry of Public Security

- Salary table for workers of the Vietnam People's Army, workers of the Ministry of Public Security.

What are factors for building the salary table by position of employment in 2024 in Vietnam?

Pursuant to Subsection 3, Section 2 of Resolution 27/NQ-TW in 2018 stipulating the specific factors for building the salary table by position of employment as follows:

- Abolish the current base salary and salary coefficients, and build a basic salary in specific amounts in the new salary table.

- Implement a unified labor contract regime according to the provisions of the Labor Code 2019 (or service contract) for those who do auxiliary and service work (require below junior college level), and do not apply the civil servant salary table for these subjects.

- Determine that the minimum salary of civil servants and public employees in the public sector is the salary of a person doing a job that requires junior college level education (level 1) not lower than the minimum salary of workers with training in the corporate sector.

- Expand the salary relationship as a basis for determining specific salaries in the salary system, gradually approaching the salary relationship of the corporate sector in accordance with the State's resources.

- Improve the regime of regular salary increases and early salary increases for officials, civil servants, public employees and armed forces in accordance with the provisions of the new salary table.

What are regulations on the level of budget appropriation to implement salary reform in Vietnam?

Pursuant to Subsection 4, Section 3 of Resolution 27/NQ-TW in 2018 stipulating tasks and solutions for implementation of salary reform as follows:

4. Decisively implement financial and budgetary solutions, considering this as a breakthrough task to create resources for salary policy reform

- Resolutely and effectively implement the resolutions of the Central Committee on restructuring the economy in conjunction with renewing the growth model; on perfecting the socialist-oriented market economic institution; on developing the private sector; on innovating and improving the efficiency of the operation of state-owned enterprises; the resolution of the Politburo on restructuring the state budget, debt management to develop sustainable revenue sources, and strengthen the leading role of the central budget.

- Implement the tasks of restructuring state budget revenue in the direction of ensuring total revenue and sustainable revenue structure. Revise, supplement, and perfect the tax policies in the direction of expanding the tax base, covering new sources of revenue. Strengthen revenue management, create fundamental changes in combating revenue losses, handling and preventing smuggling, commercial fraud, counterfeit goods production and business, transfer pricing, and tax evasion. Practice thrift, anti-corruption, and waste in the use of state budget and basic construction investment. Resolutely recover assets in corruption and economic cases.

- Annually allocate about 50% of estimated increase and 70% of actual increase in local budget revenue, about 40% of increase in central budget revenue for salary policy reform.

- Strengthen management and improve the efficiency of state budget expenditure; continue to implement 10% savings of the regular expenditure budget increase each year until the salary fund is allocated on the basis of the authorized quota.

Therefore, to prepare for the implementation of salary reform, the government has proposed to implement the following budget appropriations each year:

- About 50% of estimated increase

- About 70% of actual increase in local budget revenue

- About 40% of increase in central budget revenue for salary policy reform
