Advance Pay-Grade Increase Policy for Professional Military Personnel with Retirement Preparation Decision
1. Policy on Early Salary Step Increase for Professional Military Personnel with Retirement Decision
The policy on early salary step increase for professional military personnel with a retirement decision is stipulated in Clause 2, Article 3 of Circular 65/2014/TT-BQP. Specifically, as follows:
The policy on early salary step increase for the subjects specified in Clause 1, Article 1 of this Circular who have a decision to prepare for retirement:
The subjects specified in Clause 1, Article 1 of this Circular who have a decision to prepare for retirement, if the time of holding their current salary step meets the two criteria set out in Clause 2, Article 2 of this Circular, and have not been ranked at the final salary step in the group, grade, and from the date of the retirement preparation decision to before the official retirement date, shall be entitled to an early salary step increase of 12 months compared to the time stipulated in Point a, Clause 1, Article 2 of this Circular.
2. Policy on Early Salary Step Increase for Professional Military Personnel Due to Outstanding Achievement in Duty Performance
Clause 1, Article 3 of Circular 65/2014/TT-BQP stipulates the policies on early salary step increase for professional military personnel due to outstanding achievement in duty performance as follows:
a) Conditions and criteria for early salary step increase
The subjects specified in Clause 1, Article 1 of this Circular who meet the criteria specified in Clause 2, Article 2 of this Circular and achieve outstanding performance in duty execution (awarded with a commendation title of at least the base-level excellent soldier) recognized by competent authority by written decision, if they have not been ranked at the final salary step in the group, grade, and up to December 31 of the year under consideration for early salary step increase are short of 12 months or less to be eligible for regular salary step increase, they shall be considered for an early salary step increase up to a maximum of 12 months compared to the time specified in Point a, Clause 1, Article 2 of this Circular.
b) Percentage of early salary step increase;
- The percentage of professional military personnel, public employees, defense workers, and contract laborers eligible for early salary step increase due to outstanding performance in duty execution in a year shall not exceed 10% of the total number of professional military personnel, public employees, defense workers, and contract laborers in the agency's or unit's payroll as of December 31 of the year under consideration for early salary step increase (excluding the subjects specified in Clause 2 of this Article).
- The consideration for early salary step increase shall be based on the highest achievement attained by the individual subjects; if the highest achievements are equal, other achievements shall be considered; in case of multiple individuals with equal achievements, priority shall be given according to the agency's or unit's regulations on early salary step increase.
c) Number of times eligible for early salary step increase due to outstanding performance:
No consecutive early salary step increases shall be implemented due to outstanding performance in the same group, grade.
