Administrative Document Numbered First or Signed by the Competent Authority First
In Clauses 1 and 2, Article 15 of Decree 30/2020/ND-CP on document management, it is stipulated:
- The number and issuance date of a document are taken in sequential and chronological order of issuance by the agency or organization within the year (starting consecutively from number 01 on January 1 and ending on December 31 each year). The number and symbol of the document of the agency or organization are unique within a year, and consistent between paper documents and electronic documents.
+ The numbering of legal normative documents: Each type of legal normative document is issued its own numbering system.
+ The numbering of specialized documents is determined by the head of the managing agency in the specific sector or field.
+ The numbering of administrative documents is regulated by the head of the agency or organization.
- For paper documents, the numbering and issuance date are assigned after the signature of the authorized person, at the latest by the next working day. Confidential documents are issued their own numbering system.
=> Thus, according to the above-stated regulations, administrative documents must be duly signed by the authorized person before being assigned a number.
