Achieving "Outstanding Grassroots Emulation Fighter" how many consecutive times qualifies one for consideration for the provincial "Outstanding Emulation Fighter" and the national "Outstanding Emulation Fighter"?

Article 9 of Decree 91/2017/ND-CP stipulates:

The title "Emulation Fighter at Ministry, Department, Provincial, Central Mass Organization Level" shall be awarded to individuals who have outstanding achievements among those who have consecutively achieved the title "Grassroots Emulation Fighter" three times.

The title "National Emulation Fighter" shall be awarded to individuals with the most outstanding achievements selected among those who have consecutively achieved the title "Emulation Fighter at Ministry, Department, Provincial, Central Mass Organization Level" twice.

To be considered for the title of "Provincial Emulation Fighter," an individual must have consecutively achieved the title "Grassroots Emulation Fighter" three times. Individuals who have consecutively achieved the title "Emulation Fighter at Ministry, Department, Provincial, Central Mass Organization Level" twice shall be considered for the title "National Emulation Fighter."

In cases where individuals have achieved the "Grassroots Emulation Fighter" title for many consecutive years but have not achieved the "Emulation Fighter at Ministry, Department, Provincial, Central Mass Organization Level" title in any year or have not been awarded this title consecutively for two times, they cannot be considered for the "National Emulation Fighter" title.
