Achievements in the Activities of Labor Mediators and the Labor Arbitration Council of Hanoi City
Based on Subcategory 1, Section II, Part II of the Scheme for reviewing and arranging labor mediators and labor arbitrators in Hanoi City (issued with Decision 4903/QD-UBND in 2021), it is stipulated as follows:
GENERAL ASSESSMENT
Positive Aspects
Although Hanoi is a locality with a large labor force and many enterprises, the number of collective labor disputes and strikes in businesses within the City accounts for a very small percentage compared to the entire country (approximately 4% for the period from 2015 to 2020). The number of collective labor disputes and strikes has significantly decreased over the years, specifically: in 2015: 16 cases; in 2016: 9 cases; in 2017: 9 cases; in 2018: 5 cases; in 2019: 3 cases; in 2020: 3 cases, and the number of strikes in the period from 2015-2020 decreased by 46 cases (31 out of 77 cases) compared to the period from 2010-2014. When collective labor disputes and strikes occur, the City’s functional agencies have proactively cooperated with district-level People's Committees to promptly grasp the situation, understand the causes, and support negotiations to quickly stabilize production and business activities, preventing excessive actions that could damage the property of businesses and the legitimate interests of workers.
From 2015 to 2020, the number of individual labor disputes resolved through labor mediators averaged about 40 cases per year. Labor disputes often relate to issues such as wage payment, working hours, rest time, the treatment relationship between employers and workers, social insurance benefits, etc. Thanks to the efforts and experience in dispute resolution of labor mediators, the number of successfully mediated cases accounts for over 50% of labor disputes, contributing to ensuring harmonious and stable labor relations within the City.
