According to the Law on Implementation of Grassroots-level Democracy, what is the duration of the term of the People’s Inspectorate in a commune, ward or town in Vietnam?
According to Article 36 of the Law on Implementation of Grassroots-level Democracy 2022 regulating the organization of the People’s Inspectorate in a commune, ward or town in Vietnam:
Article 36. Organization of the People’s Inspectorate in a commune, ward or town
1. The People's Inspectorates in communes, wards, towns in Vietnam consists of members elected from villages, residential groups in the commune area. The number of members of the People’s Inspectorate corresponds to the number of villages and residential groups in the commune area but is not less than 05 people.
2. Term of the People’s Inspectorate shall coincide with the term of the head of a village or residential quarter within the same jurisdiction.
During the term, if a member of the People’s Inspectorate does not fulfill their duties, is no longer trusted, or voluntarily resigns, the Vietnam Fatherland Front Committee at the commune level proposes that the village, residential group that elected such a member consider dismissing them from their duties.
If a member position in the People’s Inspectorate becomes vacant during the term and the remaining term is 06 months or more, the Front Working Committee in the village or residential group, in cooperation with the head of a village or residential quarter, organizes additional elections for members of the People’s Inspectorate, as guided by the Vietnam Fatherland Front Committee at the commune level.
3. The People's Inspectorates in communes, wards, towns in Vietnam includes a Head, Deputy Head, and other members. The Head is responsible for the overall activities of the People’s Inspectorate; the Deputy Head assists the Head in performing duties; other members perform tasks assigned by the Head.
According to the above regulations, the term of the People's Inspectorates in communes, wards, towns in Vietnam aligns with the term of the head of a village or residential quarter in the same area.
During the term, if a member of the People’s Inspectorate does not fulfill their duties, is no longer trusted, or voluntarily resigns, the Vietnam Fatherland Front Committee at the commune level can propose that the village, residential group that elected such a member consider dismissing them from their duties.

What are the duties and powers of People's Inspectorates in communes, wards, towns in Vietnam?
According to Article 38 of the Law on Implementation of Grassroots-level Democracy 2022 regulating the duties and powers of People's Inspectorates in communes, wards, towns:
- Inspecting the implementation of decisions discussed and decided by the people; supervising the implementation of policies and laws, the enforcement of laws on grassroots-level democracy implementation by local commune authorities, commune-level officials, and part-timers at the commune level, in villages, and residential groups.
- Proposing to competent authorities and individuals to address violations of the law and supervising the implementation of such proposals.
- Requesting local commune authorities and commune-level officials to provide related information and documentation to serve the verification, inspection, and supervision tasks.
- Reviewing and verifying specific cases as proposed by citizens and community residents.
- Proposing to the Commune People's Committee Chairman, commune-level officials, Village Heads, and Residential Group Leaders to address limitations and shortcomings discovered through inspections and supervision; ensuring the legitimate, legal rights and interests of organizations and citizens; commending units and individuals with achievements. In case of detecting individuals committing legal violations, proposing relevant authorities and organizations to consider and handle them.
- Attending meetings of the Commune People's Council and Commune People's Committee related to the inspection and supervision tasks of the People’s Inspectorate.
- Receiving proposals, feedback from citizens, community residents, and related organizations and individuals related to the inspection and supervision scope of the People’s Inspectorate.
Are part-timers at the commune level eligible to become members of the People's Inspectorates in communes, wards, towns in Vietnam?
Based on Article 37 of the Law on Implementation of Grassroots-level Democracy 2022 regulating the standards of members of the People’s Inspectorate in a commune, ward or town in Vietnam:
Article 37. Standards of members of the People’s Inspectorate in a commune, ward or town
- Possessing good moral qualities, reputation within the community, adequate health to fulfill tasks; having knowledge of policies, laws, and voluntarily participating in the People’s Inspectorate.
- Being a permanent resident in the area and not concurrently being commune-level officials or part-timers at the commune level, in villages, or residential groups.
According to the above regulations, part-timers at the commune level are not allowed to be members of the People's Inspectorates in communes, wards, towns in Vietnam.
