On August 29, 2023, the Minister of Labor, Invalids and Social Affairs issued Circular 08/2023/TT-BLĐTBXH on amending, supplementing, and abolishing some provisions of circulars and joint circulars that regulate the submission or presentation of paper household registration books, temporary residence books, or documents requiring confirmation of place of residence when performing administrative procedures under the management of the Ministry of Labor, War Invalids and Social Affairs.
Circular 08/2023/TT-BLĐTBXH abolishes the following regulations on paper household registration books:
Pursuant to Clause 5 and 6, Article 2 of Circular 08/2023/TT-BLĐTBXH, the provisions on the repeal of part or the entire circulars of the Minister of Labor, War Invalids and Social Affairs are stipulated as follows:
Repeal of part or the entire Circular of the Minister of Labor, War Invalids and Social Affairs

5. Repeal the contents of "Permanent residence", "Currently residing at", "Place of registration of permanent residence" in Forms 01, 02, 03, 05 and 06 attached to Circular 01/2019/TT-BLĐTBXH dated January 2, 2019 of the Minister of Labor, War Invalids and Social Affairs on the regulation of the determination of the degree of disability by the Disability Assessment Council.
6. Repeal the content of "A copy of the household registration book or temporary residence permit in the case of the employer is a household or individual" at Clause 2, Article 6 of Circular 09/2020/TT-BLĐTBXH dated November 12, 2020 of the Minister of Labor, War Invalids and Social Affairs on detailed regulations and guidance on the implementation of some articles of the Labor Code on child labor.
Pursuant to Clause 2 and 4, Article 3 of Circular 08/2023/TT-BLĐTBXH, the provisions on the repeal of part of the joint circulars issued by the Labor, War Invalids and Social Affairs are stipulated as follows:

Repeal of part of Joint Circular 17/2014/TTLT-BLĐTBXH-BTC dated August 1, 2014 of the Labor, War Invalids and Social Affairs, Ministry of Finance guiding the implementation of one-time allowances for experts sent to help Laos and Cambodia in accordance with Decision 57/2013/QĐ-TTg dated October 14, 2013 of the Prime Minister as follows:
a) Repeal Point b Clause 2 Article 4;
b) Repeal Forms 01a and 01b;
c) Repeal the word "household registration" in Clause 1 Article 4 and Point d Clause 2 Article 4;
d) Repeal the word "household registration" in column 5 and column 10 of Form 03, column 5 and column 10 of Form 05 attached to the Joint Circular.

Repeal of part of Joint Circular 12/2016/TTLT-BLĐTBXHBGDĐT-BTC dated June 16, 2016 of the Ministry of Labor, Invalids and Social Affairs, Ministry of Education and Training, Ministry of Finance guiding the implementation of the dormitory policy stipulated in Decision 53/2015/QĐ-TTg dated October 20, 2015 of the Prime Minister on dormitory policy for students studying at colleges and universities as follows:
a) Repeal the content "and household registration book (Copy certified from the original or copy with the original for comparison)" at Points dd and e, Clause 2 Article 4;

As regulations above, the regulations related to the submission or presentation of a paper household registration book when performing administrative procedures under the management of the Ministry of Labor, War Invalids and Social Affairs will be officially abolished, specifically in the following documents:
- Circular 01/2019/TT-BLĐTBXH;
- Circular 09/2020/TT-BLĐTBXH;
- Joint Circular 17/2014/TTLT-BLĐTBXH-BTC;
- Joint Circular 12/2016/TTLT-BLĐTBXH-BGDĐT-BTC.

When does the abolition of the contents related to the paper household registration book under the management of the Ministry of Labor, War Invalids and Social Affairs of Vietnam take effect?
Pursuant to Article 5 of Circular 08/2023/TT-BLĐTBXH stipulating as follows:

As regulations above, the abolition of the contents related to the paper household registration book under the management of the Ministry of Labor, War Invalids and Social Affairs will be applied from October 12, 2023.
Is it still permissible to use paper household registration books in Vietnam in 2023?
Pursuant to Article 38 of the Law on Residence in 2023 stipulating implementation clauses as follows:
Implementation clauses
1. This Law takes effect from July 01, 2021.
2. The Law on Residence No. 81/2006/QH11, amended in accordance with the Law No. 36/2013/QH13, is annulled starting from the date on which this Law comes into force.
3. Starting from the date on which this Law comes into force, issued household registration books and temporary residence registers may continue to be used and are equivalent to written confirmations of residence per this Law until December 31, 2022 inclusive.
In case where information in a household registration book or temporary residence register differs from information in the residence database, the latter shall be used.
When a citizen carries out a residence registration procedure that changes information in their household registration book or temporary residence register, the registration authority shall revoke the issued household registration book or temporary residence register, update information in the residence database in compliance with regulations of this Law and not issue a new household registration book or temporary residence register or reissue the old household registration book or temporary residence register to the citizen.

As regulations above, the household registration books or temporary residence registers is no longer invalid after 01/01/2023.
