According to Clause 1 Article 3 of the Ordinance on Preferential Treatment for Contributors to the Revolution in 2020, the 12 entities recognized as having contributions to the revolution include:

(1) Revolutionaries who were active before January 1, 1945.

(2) Revolutionaries who were active from January 1, 1945, to the August Revolution in 1945.

(3) Martyrs.

(4) Vietnamese Heroic Mothers.

(5) Heroes of the People's Armed Forces.

(6) Labor Heroes during the resistance war.

(7) War invalids, including those recognized as Category B war invalids before December 31, 1993, and individuals who receive policies similar to veterans.

(8) Sick soldiers.

(9) Individuals who participated in the resistance war and were exposed to chemical toxins.

(10) Revolution contributors, resistance fighters, defenders of the homeland, and individuals who performed international duties and were captured or exiled by the enemy.

(11) Individuals who participated in the national liberation struggle, defenders of the homeland, and individuals who performed international duties.

(12) Individuals who provided assistance to the revolution.

What are preferential treatment regimes for the entities with contributions to the revolution in Vietnam?

According to Article 5 of the Ordinance on Preferential Treatment for Contributors to the Revolution in 2020, the provisions regarding preferential treatment for entities with contributions to the revolution and their relatives are as follows:

Preferential treatment regimes for the entities with contributions to the revolution and their relatives

Depending on each specific category, individuals with contributions to the revolution and their relatives are primarily entitled to the following preferential treatment regimes:

1. Monthly allowances, monthly subsidies, lump-sum allowances.

2. Other preferential treatment regimes, including:

a) Health insurance.

b) Health rehabilitation and nursing care.

c) Provision of assistive devices, orthopedic appliances, necessary functional rehabilitation equipment as prescribed by the Labor - War Invalids and Social Affairs sector or provincial-level hospitals.

d) Priority in admission to educational institutions and job creation.

dd) Support for pursuing higher education at national education institutions.

e) Support for improving housing conditions based on individual merits and circumstances or in case of housing difficulties.

g) Exemption from or reduction of land use fees when assigned residential land, when land use purpose is changed to residential, when land use rights are recognized for state-owned houses.

h) Priority in land allocation or lease, water surface, marine surface; priority in forest protection and development contracts.

i) Preferential loans for production and business activities.

k) Exemption from or reduction of taxes as prescribed by law.

Therefore, entities with contributions to the revolution will receive monthly allowances, monthly subsidies, and lump-sum allowances.

In addition, they will also receive the following preferential treatment regimes:

- Health insurance.

- Health rehabilitation and nursing care.

- Provision of assistive devices, orthopedic appliances, necessary functional rehabilitation equipment as prescribed by the Labor - War Invalids and Social Affairs sector or provincial-level hospitals.

- Priority in admission to educational institutions and job creation.

Which organizations shall implement the preferential treatment regimes for the entities with contributions to the revolution in Vietnam?

According to Article 14 of Decree 75/2021/ND-CP (amended by Clause 6 Article 1 of Decree 55/2023/ND-CP), the organizations responsible for implementing the preferential treatment regimes for entities with contributions to the revolution include:

- The Ministry of Labor, War Invalids and Social Affairs, in coordination with the Ministry of Information and Communications and relevant ministries and agencies, takes the lead in organizing propaganda activities related to the work of individuals with contributions to the revolution.

- The Ministry of Labor, War Invalids and Social Affairs, in coordination with the Ministry of Finance, provides guidance on the organization and disbursement of allowances, subsidies, and preferential treatment regimes for individuals with contributions to the revolution, ensuring that they are properly targeted, sufficient, timely, and in accordance with current regulations.

- The Ministry of Labor, War Invalids and Social Affairs authorizes the Department of Labor, War Invalids and Social Affairs at the local level to carry out the task of budget spending at the central level.

- Budget allocation is made using 1.7% of the total budget from the central budget for the implementation of the Law on Preferential Treatment for Contributors to the Revolution in the annual budget estimates (excluding funding for the support of care facilities, rehabilitation facilities, and the expenses for the burial grounds and martyrs' cemeteries) by the Ministry of Labor, War Invalids and Social Affairs, the Ministry of National Defense, and the Ministry of Public Security to implement the law, enhance inspection and control, ensure strict and transparent management of the state budget in implementing the preferential treatment policies for individuals with contributions to the revolution.
