Responsibilities of the Ministry of Finance in implementing the National Credit Rating Improvement Project by 2030 in Vietnam
According to Point a, Clause 2, Article 2 of Decision 412/QD-TTg in 2022, regulating the responsibilities of the Ministry of Finance in implementing the National Credit Rating Improvement Project by 2030 as follows :
a) The Ministry of Finance shall:
- Preside over and cooperate with related agencies in organizing the execution of this Project. Organize reviews and evaluations to draw experience after the first five years of execution of the Project by 2026; preside over and cooperate with agencies in recommending the Prime Minister to decide on adjustment of objectives and contents of the Project when necessary.
- Preside over and cooperate with related agencies in organizing the national credit rating, receiving and responding to questions and requests for relevant information from credit rating agencies, organizing public activities aimed at attracting attention from investors, consolidating and reporting evaluation results to the Prime Minister.
- Preside over consolidating the Working Group for performance of tasks relating to national credit rating activities in order to improve national credit ratings.

Responsibilities of the Ministry of Planning and Investment, State Bank of Vietnam, Ministry of Industry and Trade and National Financial Supervisory Commission in implementing the National Credit Rating Improvement Project by 2030
According to Point b, Clause 2, Article 2 of Decision 412/QD-TTg in 2022, regulating the responsibilities of the Ministry of Planning and Investment, State Bank of Vietnam, Ministry of Industry and Trade and National Financial Supervisory Commission in implementing the National Credit Rating Improvement Project by 2030 as follows:
- Provide relevant data and information within the ambit of their functions and tasks on a periodic basis or upon request to serve the national credit rating.
- Assign their core officials to join the Working Group for supervision of the national credit rating Direct their agencies to work at the request of credit rating agencies so as to strengthen the sharing of information on direction and administration by relevant sectors and fields.
- Cooperate with the Ministry of Finance in processing and explaining information to credit rating agencies with regard to questions raised after work sessions with credit rating agencies or upon receiving requests from credit rating agencies with regard to subjects under their management in accordance with regulations, meeting quality and time requirements.
- Cooperate with the Ministry of Finance in undertaking the tasks assigned in the Project.
Responsibilities of Ministries, ministerial agencies, agencies related to the National Credit Rating Improvement Project by 2030 in Vietnam
According to Point c, Clause 2, Article 2 of Decision 412/QD-TTg in 2022 regulating the responsibilities of ministries, ministerial agencies, governmental agencies, People’s Committees of provinces and central-affiliated cities and agencies are responsible for directing and participating in the implementation of relevant contents of the National Credit Rating Improvement Project by 2030 as follows:
c) Ministries, ministerial agencies, governmental agencies, People’s Committees of provinces and central-affiliated cities and agencies concerned shall direct and participate in the implementation of relevant contents of the Scheme; cooperate with the Ministry of Finance in performing tasks related to national credit rating; provide and explain information about issues falling within the ambit of their assigned functions and tasks.
