On November 15, 2023, the Minister of Natural Resources and Environment issued a Circular guiding the Law on Emulation and Commendation for the natural resources and environment sector.

According to Circular 18/2023/TT-BTNMT will provide detailed instructions on implementing the following:

- Clause 4, Article 24 of the Law on Emulation and Commendation 2022

- Clause 3, Article 26 of the Law on Emulation and Commendation 2022

- Clause 3, Article 27 of the Law on Emulation and Commendation 2022

- Clause 3, Article 28 of the Law on Emulation and Commendation 2022

- Clause 2, Article 71 of the Law on Emulation and Commendation 2022

- Clause 6, Article 74 of the Law on Emulation and Commendation 2022

- Clause 2, Article 75 of the Law on Emulation and Commendation 2022

- Clause 6, Article 84 of the Law on Emulation and Commendation 2022.

What standards must a collective awarded with the Diploma of Merit from the Minister of Natural Resources and Environment meet in Vietnam?

In Article 7 of Circular 18/2023/TT-BTNMT (effective from January 1, 2024) there are regulations on standards for consideration of awarding or posthumous awarding of Emulation and Commendation Diploma by the Minister of Natural Resources and Environment as follows:

Criteria for awarding or posthumously awarding the Diploma of Merit from the Minister of Natural Resources and Environment

3. Diploma of Merit from the Minister of Natural Resources and Environment to be awarded to exemplary collectives that have well complied with the Party's guidelines, State policies and laws, internal unity and achieved one of the following standards:

a) Have excellent achievements reviewed in emulation movements launched by the natural resources and environment sector;

b) Achieve extraordinary outstanding achievements, with scope of influence in each field under the management of the Ministry of Natural Resources and Environment;

c) Contribute to socio-economic development, application of scientific and technical advances, social work, humanitarian charity related to the fields of natural resources and environment;

d) Have 02 consecutive years of being recognized for excellently completing tasks or achieving the title of "Excellent Labor Collective" awarded by the Minister of Natural Resources and Environment; Implement democracy well at the grassroots, organize emulation movements well; take care of the material and spiritual life of the group; practice thrift and combat waste; Prevent and combat corruption and negativity.

4. Diploma of Merit from the Minister of Natural Resources and Environment to be awarded to businesses and other economic organizations that well comply with the Party's guidelines, policies and laws of the State and meet one of the standards specified in Clause 3 of this Article or have achievements in contributing to the development of the natural resources and environment sector recognized by the Ministry, sector or province.

5. Diploma of Merit from the Minister of Natural Resources and Environment to be awarded to exemplary households that have well complied with the Party's guidelines, policies and laws of the State, and have made many contributions in terms of effort, land and finances. assets for localities and society in emulation movements or programs and activities launched by the natural resources and environment sector.

Which individual was awarded a Diploma of Merit from the Head of an agency under the Ministry of Natural Resources and Environment in Vietnam?

In Article 8 of Circular 18/2023/TT-BTNMT, there are regulations on criteria for awarding Diplomas of Merit and rewards as follows:

Criteria for awarding Diplomas of Merit

1. Diploma of Merit from the Head of an agency or unit with legal status under the Ministry of Natural Resources and Environment to be awarded to an individual under its management authority who meets one of the following criteria:

a) Complete the task well or better; have good moral qualities; solidarity and exemplary compliance with the Party's guidelines and policies, the State's laws, and the internal rules and working regulations of agencies and units; Regularly study to improve professional qualifications and skills;

b) Have excellent achievements reviewed in emulation movements launched by agencies and units;

c) Achieve extraordinary achievements in the field within the scope of management by the agency or unit.

2. Diploma of Merit from the Head of an agency or unit with legal status belonging to or directly under the Ministry of Natural Resources and Environment to be awarded to a collective under its management authority that meets one of the following standards:

a) Complete the task well or better; Internal solidarity, no complaints or denunciations; well implement democratic regulations at the grassroots, well organize emulation movements; take care of the material and spiritual life of the group, practice thrift, and prevent waste; fully implement regimes and policies for all members of the collective;

b) Have excellent achievements reviewed in emulation movements;

c) Achieving extraordinary outstanding achievements in the field within the scope of management by the agency or unit.

Thus, the Diploma of Emulation and Commendation awarded by the Head of the agency under the Ministry of Natural Resources and Environment to individuals with achievements is as follows:

- Complete the task well or better; have good moral qualities; solidarity and exemplary compliance with the Party's guidelines and policies, the State's laws, and the internal rules and working regulations of agencies and units; Regularly study to improve professional qualifications and skills;

- Have excellent achievements reviewed in emulation movements launched by agencies and units;

- Achieve extraordinary achievements in the field within the scope of management of agencies and units.
