Hello, I have this problem that needs to be answered. Currently, I am a reserve Party member, but I work far from where Party activities occcur, so traveling is limited and difficult. Can I ask if I am exempt from Party activities? If I do not participate in Party activities, how will I be handled?

Article 7 of the 2011 Charter of the Communist Party of Vietnam stipulates as follows:
Party members of advanced age and weak health voluntarily request a reduction or exemption from party work and activities, which will be considered and decided by the Party cell.
According to Section 7 Regulation 24-QD/TW 2021, party members request exemption from party work and activities as follows:
7.1. Party members of advanced age and poor health who cannot participate in party activities should self-apply or directly report to the party cell to request a reduction or exemption from party work and activities, and the party cell will consider and decide. The Party Committee or Party Secretary reports directly to the superior Party Committee.
7.2. Party members who are exempt from party work and activities have the following rights and responsibilities:
7.2.1. Attend party member congresses; be provided with information as prescribed in Section 2.1 if that party member requests.
7.2.2. Be considered for the Party Badge when meeting the criteria.
7.2.3. Be exempted from evaluating the quality of party members during the period of exemption from party work and activities.
7.2.4. You must be an example and encourage your family to comply with the Party's guidelines and policies, the State's laws and local regulations. If you violate party discipline, you will be disciplined as a current party member according to the provisions of the Party Charter.
Thus, according to the above regulations in Vietnam, only Party members of advanced age and poor health who cannot participate in Party activities are exempt from activities. In your case, if you work far away from your place of living, you are not in the above category, you still have to participate in Party activities like any other Party member.

What is handling for Party members who do not participate in Party activities in Vietnam?
Pursuant to Article 8 of the 2011 Charter of the Communist Party of Vietnam, it is stipulated as follows:
1. Party members quit party cell activities or do not pay party fees for three months of the year without a legitimate reason; Party members who have lost their will to strive, do not do their party member duties, have been educated by the Party cell but do not make progress, the Party cell shall consider and propose to the competent authority to remove their name from the Party member list.
2. In the above cases, if a party member has a complaint, the cell will report it to the competent party committee for consideration.
3. Party members who request to leave the Party will be considered by the Party cell and requested to be approved by the competent authority for admission.
Section 8 of Regulation 24-QD/TW 2021 stipulates deletion of party members' names and resolution of complaints about deletion of party members' names as follows:
8.1. Delete party member name.
The Party cell considers and requests the competent Party Committee to decide to delete names from the party member list in the following cases: Party members quit party activities or do not pay party fees for three months of the year without a legitimate reason; Party members arbitrarily return their party membership cards or cancel their party membership cards; Party members have a reduced will to strive, do not perform their party member duties, have received education from the party cell but after 12 months of striving, they have not progressed; Party members have violated their party membership status for two consecutive years; Party members do not meet political standards according to regulations of the Politburo.
8.2. Resolve complaints about deletion of party members' names.
8.2.1. Within 30 working days from the date of receiving the decision to remove name, party members have the right to complain to the superior party committee up to the Party Central Committee Secretariat.
8.2.2. The organizational agency of the Party Committee is responsible for advising and helping the Party Committee resolve complaints. The time limit for resolving complaints is specified as follows: No more than 90 working days for provincial, district and equivalent levels; no more than 180 working days for the Central level from the date of receipt of the complaint.
8.2.3. The following complaints will not be resolved: Exceeding 30 working days from the date the party member receives the decision to remove name; has been reviewed and concluded by the highest competent authority; Individuals or groups make complaints on behalf of; Complain without a decision to delete the name of the competent party committee.
8.2.4. The settlement of complaints about name deletion for party members abroad has separate regulations.
Therefore, your name will be removed from the Party if you do not participate in Party activities for 3 months of the year without a legitimate reason. If it is a legitimate reason, it will still be reviewed in Vietnam.
