Based on what criteria are Party members evaluated at the end of the year in Vietnam?

In sub-detail 2.2, section 2, Sub-section B, Section 2, Instruction 21-HD/BTCTW 2019 stipulates framework of criteria for evaluating Party members at the end of the year as follows:

Criterion 1: Regarding political ideology; qualities, ethics, lifestyle; sense of organization and discipline; style and working style

- Political ideology: Loyal to Marxism-Leninism, Ho Chi Minh's ideology and the Party's innovation path; comply, propagate, and mobilize families and people to implement the Party's guidelines and policies, and the State's laws; Studying resolutions and directives and participating in political activities to improve political bravery and revolutionary outlook on life.

- Ethical qualities and lifestyle: Results of studying and following Ho Chi Minh's ideology, ethics, and style; preserving ethics and lifestyle, promoting pioneering and exemplary character of party members and close relationships with the people; the spirit of asking, listening, absorbing, correcting shortcomings and fighting against manifestations of bureaucracy, corruption, waste, and negativity; awareness of building localities, agencies, units and preserving internal solidarity.

- Sense of organizational discipline: Compliance with organizational assignments; Implement regulations on what party members cannot do and the rules and regulations of localities, agencies and units; principles and regime of party activities, payment of party fees according to regulations; exemplary performance of civic duties and regularly maintain contact with the local party committee and party committee of the place of residence; Party members' responsibility to set an example.

- Working style and ways: Dynamic, creative, determined in performing tasks; Scientific, democratic and principled working methods; spirit of cooperation and helping comrades and colleagues.

- Results of the struggle to prevent and combat manifestations of deterioration in political ideology, ethics, lifestyle, "self-evolution" and "self-transformation" of individuals (if any).

Criterion 2: Regarding the results of implementing assigned responsibilities and tasks

- The implementation of responsibilities and powers according to regulations (party, government, union).

- Results of evaluation and ranking of organizations, agencies and units under the scope of direct leadership and management; results of periodic credit assessments (if any).

When is time for the annual Party member self-review in Vietnam?

In Clause 2, Article 14, Regulation 124-QD/TW of 2023, there are regulations on leadership, direction, and implementation responsibilities as follows:

Responsibility for leadership, direction, and implementation

1. Party committees and organizations at all levels, leaders lead, direct and take full responsibility for the organization and implementation; Based on the regulations of the Politburo to specify the content of review, the set of evaluation and ranking criteria for each collective and individual subject under management in accordance with the characteristics and situation of the locality, agencies and units.

2. The time for reviewing, evaluating, and ranking the quality of collectives and individuals every year is conducted at the end of the year and completed before summarizing the year's work of organizations, agencies, and units. For industries and fields with unique properties and characteristics, follow the guidance of the Central Government.

3. Pay attention to inspection and supervision; promptly rectify and strictly handle leaders, groups and individuals who do not comply with regulations.

Thus, the time for annual Party member reviews is at the end of the year and is completed before summarizing the year's work of organizations, agencies and units.
