On October 30, 2023, the Government has just issued Resolution 175/NQ-CP of 2023 on approving the National Data Center Project.

2. Specific goals
a) About data
- Complete the construction and put into operation the general data warehouse, immediately deploy the synthesis of data related to Vietnamese citizens and foreigners living and operating in Vietnam as a premise for developing National database serving national security and socio-economic development (basically completed by 2025); ensure correct, sufficient, clean, and live data for national databases as well as databases of agencies and organizations because data is compiled and compared from many sources; Minimize intermediate steps in the connection and sharing process. The human data warehouse includes data in the following fields: population, biometric data, residential mobility, insurance, health and social security, education and training; employment, civil status and maximum collection of information in other fields such as administrative violations, taxes, personal income...
- By the end of 2025, basically complete the construction and put into operation a comprehensive data warehouse synchronized from national databases and coordinated with the human data warehouse; From 2026, deploy in-depth data analysis to support the development of policy mechanisms and national development strategic planning; At the same time, it facilitates the development of many new products and services based on digital data exploited from shared data warehouses and open data warehouses, contributing to promoting socio-economic development.
- From 2025, the National Data Center will serve as a place for international exchange and connection to share information, research and develop development strategies, and lay the foundation for research and support for deployment. exploit and develop the country's science and technology foundation.
- By 2030, complete the implementation of the National Data Center as a place to store data and information systems of national databases, connecting data with specialized databases, domestic information systems and government organizations to serve activities in the digital environment to ensure Vietnam's legitimate interests.
Thus, one of the goals of the National Data Center Project is to complete the implementation of the National Data Center by 2030.
What is role of the National Data Center in Vietnam?
In Subsection 2, Section 2, Resolution 175/NQ-CP of 2023, there are regulations on the role of the National Data Center as follows:
- Integrate, synchronize, store, exploit, share, analyze and coordinate all data compiled from national databases, data related to people (including Vietnamese nationality and people related to socio-economic activities in Vietnam) according to the provisions of law to create a data warehouse about people;
Data related to people includes digitized information with content related to people including: population data, insurance, health and social security, education and training, and staff data. civil servants, public employees, identification, civil status, financial activities, and other activities from national databases, databases of ministries, branches, localities and other databases.
- Use collected and synchronized data to simplify administrative procedures and improve the service of state agencies to people and businesses.
At the same time, conduct in-depth analysis to support the Government in state management; offering security policies related to insurance, health care, education,... contributing to promoting development and progress for society.
- In-depth analysis of data ensures support for the development of policy mechanisms, planning, and national development strategies.
At the same time, it creates conditions for the development of many new products and services based on digital data exploited from shared data warehouses and open data warehouses, contributing to promoting socio-economic development.
- Focus on modern, synchronous technologies and solutions, ensuring security and safety to provide information technology infrastructure for Party agencies, National Assembly, state agencies and political organizations - society when needed.
- International exchange and connection to share information, research, build and implement national development strategies and lay a research foundation, support the exploitation and development of national science and technology.
