Process for handling electronic administrative procedures of the One-stop shop according to the single-window system and interlinked single-window system under the Ministry of Home Affairs in Vietnam
Pursuant to Clause 1, Article 11 of the Regulations on organization and operation of the One-stop shop according to the single-window system and interlinked single-window system in handling administrative procedures at the Ministry of Home Affairs issued together with Decision 125/QD- BNV In 2022, process for handling electronic administrative procedures of the One-stop shop according to the single-window system and interlinked single-window system under the Ministry of Home Affairs is as follows:
a) Check information on electronic documents transferred by the One-stop shop and update electronic information and data on the Ministry's Electronic One-Stop Information System, digitally sign the agency or organization on the true copy of the documents that must be digitized within the scope of management of the agency or unit;
Electronic data of documents must have at least the following information fields: Document type code; identification number of the organization or individual. In case a citizen does not have a personal identification number, he/she must add full name, year of birth, date of issue, and issuing agency; document name; summary of main content of papers; validity period; Valid range (if any). Other information and data are provided in accordance with specialized laws;
b) In cases where it is necessary to verify, verify, and consult relevant agencies during the process of processing documents, the results of verification, verification, and responses from relevant agencies must be digitized according to electronic data to save in information systems and databases, unless otherwise prescribed by law;
c) Results of administrative procedures are submitted to competent authorities for digital signature and release according to legal regulations on clerical work to return paper and electronic copies to organizations and citizens, except in cases where administrative procedures only stipulate the provision of electronic settlement results or organizations or citizens request to only provide electronic settlement results.
When there are successful results in resolving administrative procedures, records and papers are digitized and have legal value in the process of receiving and resolving administrative procedures and can be used in carrying out the other administrative activities of organizations and citizens.

Process for handling paper issuance procedures of the One-stop shop according to the single-window system and interlinked single-window system under the Ministry of Home Affairs in Vietnam
Pursuant to Clause 2 of Article 11 of the Regulations on organization and operation of the One-stop shop according to the single-window system and interlinked single-window system in handling administrative procedures at the Ministry of Home Affairs issued together with Decision 125/QD- BNV In 2022, process of handling paper issuance procedures of the One-stop shop under the single-window system and interlinked single-window system under the Ministry of Home Affairs is as follows:
a) In cases where administrative procedures do not stipulate the need to examine and verify documents, get opinions from relevant agencies, organizations, and civil servants assigned to handle appraisal documents and submit them to competent authorities decision; Update information into the Ministry's Electronic Single Window Information System; return results of administrative procedures;
b) In case there are regulations, documents must be examined and verified
- Civil servants are assigned to handle verification and verification documents, submit them to competent authorities for decision and update information into the Ministry's Electronic One-Stop Information System.
- The verification and verification process must be documented, information saved in the database of the Electronic One-Stop Information System and stored at the handling unit.
In case it is necessary for organizations or citizens to be present to verify and verify documents, information about time, location, components, and verification content must be updated in the database of the Ministry's Electronic One-Stop Information System to notify organizations and citizens to coordinate implementation.
- For documents that have been examined or appraised but do not meet the conditions for resolution, the One-stop shop returns the documents with a written notice and clearly states the reason and content that needs to be supplemented according to Form No. 02 in Appendix Appendix issued together with this Decision to send to organizations and citizens. The time for notification of return of documents is no more than 03 working days from the date of receipt of documents, unless specialized laws have specific regulations on time. The processing time is calculated again from the beginning after receiving complete documents.
- In case of application, opinions must be obtained from relevant agencies and units
+ The unit in charge of handling the dossier sends an electronic notice or a document to coordinate processing to relevant units, which specifically states the content of comments and time limit for comments.
The process of collecting opinions from relevant agencies and units must be regularly and fully updated on the content, deadlines, and agencies collecting opinions on the Ministry's electronic single-window information system.
+ Agencies and units receiving opinions are responsible for responding to the contents of the consultation according to the consultation deadline and updating the content and results of comments on the Ministry's electronic single-window information system or document processing control sheet. In case the time limit for collecting comments has passed and the agency or unit receiving comments has not yet received a paper or electronic document response, the agency or unit in charge shall notify the head of the One-Stop-Shop who has transferred the dossier about the delay for coordinated handling.
