What are entities eligible for assistance policies regarding social policies in Vietnam in 2024?

According to Article 76 of the Housing Law 2023, the entities eligible for assistance policies regarding social policies in Vietnam include:

- Persons with meritorious services to the revolution, relatives of martyrs eligible for housing improvement support according to the Ordinance on Preferential Treatment of Persons with Meritorious Services to the Revolution.

- Poor, near-poverty households in rural areas.

- Poor, near-poverty households in rural areas frequently affected by natural disasters, climate change.

- Poor, near-poverty households in urban areas.

- Low-income individuals in urban areas.

- Employees working at enterprises, cooperatives, cooperative unions within and outside industrial zones.

- Officers, professional soldiers, non-commissioned officers of the people's armed forces, police workers, officials, defense public employees on active duty; cipher workers, those performing other cipher duties, receiving state budget salaries.

- Officials and public employees as stipulated by the law on officials and public employees.

- Subjects who have returned public housing when no longer eligible for rental or have relocated, except for cases of repossession due to violations.

- Households or individuals whose land is recovered and need to evacuate, demolish houses in accordance to legal regulations, and have not been compensated by the State with housing or homestead land.

- Students of universities, academies, colleges, vocational schools, special schools according to the law; students of public ethnic boarding schools.

- Enterprises, cooperatives, cooperative unions in industrial zones.

According to Article 79 of the Housing Law 2023 on rules in implementing social housing support policies in Vietnam:

Article 79. Rules in implementing social housing support policies

1. The implementation of social housing support policies must ensure the following principles:

a) The State has policies for housing development, creating conditions for everyone to have a place to live;

b) There is a combination between the State, enterprises, residential communities, families, and the supported subjects in the implementation of the policies;

c) Ensuring transparency, open inspection, and tight supervision from competent state agencies, residential communities, and the Vietnam Fatherland Front;

d) Ensuring the right subjects and adequate conditions according to the provisions of this law;

dd) In cases where a subject is eligible for multiple different support policies, the highest level of support will be applied; for multiple eligible subjects with the same standards and conditions, priority will be given in the following order: persons with meritorious services to the revolution, relatives of martyrs, persons with disabilities, persons resettled under social housing purchasing, leasing forms, and females;

e) In cases where households have multiple subjects eligible for numerous support policies, only one support policy will be applied to the entire household.
