What are types of social housing in Vietnam?
According to Article 82 of the Housing Law 2023 stipulating the types and standards for social housing area:
Article 82. Types and standards of social housing area
- Types and standards for the area of social housing are prescribed as follows:
a) Social housing is an apartment building, invested, and constructed according to a project, in compliance with detailed construction planning that has been approved. If a social housing construction project is implemented in a commune within the ethnic minority and mountainous regions as per the regulations of the Government of Vietnam, individual housing may be constructed;
b) In cases where social housing is an apartment building, the apartment must be designed and constructed according to national technical standards for apartment buildings and social housing area standards;
c) In cases where social housing is an individual house, it must be designed and constructed according to the provisions of construction law and social housing area standards;
d) In cases where individuals construct social housing according to Clause 6, Article 80 of this Law, multi-storey, multi-apartment houses or individual homes may be constructed according to the provisions of this Law.
- The Government of Vietnam shall detail this Article.
According to the above regulations, social housing comprises two types: apartment buildings and individual houses.
- Social housing is an apartment building, invested and constructed according to a project, in compliance with detailed construction planning that has been approved.

- Social housing is an individual house that must be designed and constructed according to the provisions of construction law and social housing area standards.

Who is eligible for social housing support policies in Vietnam?
According to Article 76 of the Housing Law 2023 stipulating the subjects eligible for social housing support policies:
- Individuals who contributed to the revolution, relatives of martyrs eligible for housing improvement support according to the Decree on Preferential Policies for Individuals Contributing to the Revolution.
- Poor and near-poor households in rural areas.
- Poor and near-poor households in rural areas frequently affected by natural disasters, climate change.
- Poor and near-poor households in urban areas.
- Low-income individuals in urban areas.
- Workers, laborers working at enterprises, cooperatives, cooperative alliances within and outside industrial zones.
- Officers, professional servicemen, non-commissioned officers in the People's Armed Forces, police workers, officials, defense workers currently serving; individuals involved in cryptographic work, or other roles in cryptographic organizations, receiving salaries from the state budget currently working.
- Officials and public employees according to the legislation on officials and public employees.
- Individuals returning state-owned houses when no longer eligible for rental or moving to another location, except those having state-owned houses reclaimed due to regulation violations.
- Households or individuals eligible for land recovery and required to clear land or dismantle houses under legal provisions, which have not been compensated by the state with a house or homestead land.
- Students, university students, college students, vocational students, students of specialized schools under legal provisions; students of public ethnic boarding schools.
- Enterprises, cooperatives, cooperative alliances in industrial zones.
What is the eligible monthly income for purchasing social housing in Vietnam?
Based on Article 30 of Decree 100/2024/ND-CP stipulating income conditions:
Article 30. Income conditions
- For subjects stipulated in Clauses 5, 6, and 8 of Article 76 of the Housing Law, the income conditions must meet as follows:
a) In cases where the applicant is single, the actual monthly income shall not exceed 15 million dong as stated in the salary and wage table confirmed by the agency, unit, or enterprise where the subject works.
In cases where the applicant is married as per the legal provisions, the total actual monthly income of the applicant and his/her spouse shall not exceed 30 million dong as stated in the salary and wage table confirmed by the agency, unit, or enterprise where the subject works.
b) The time to determine income conditions is one consecutive year from the time the subject stipulated in this clause submits a valid application to the investor to register to purchase or lease-purchase social housing.

According to the above regulation, a single person with a total income below 15 million dong per month is allowed to purchase social housing.
In cases where the applicant is married, the total actual monthly income of the applicant and his/her spouse shall not exceed 30 million dong to enjoy social housing policies.
Actual monthly income is calculated based on the salary and wage table confirmed by the agency, unit, or enterprise where the subject works.
The income conditions are determined within one consecutive year from the time the subject stipulated in this clause submits a valid application to the investor to register to purchase or lease-purchase social housing.
Note: Only applicable to the following subjects:
- Low-income individuals in urban areas.
- Workers, laborers working at enterprises, cooperatives, cooperative alliances within and outside industrial zones.
- Officials and public employees according to the legislation on officials and public employees.
