At Article 23 of Decree 95/2020/ND-CP stipulates the one-stage two-envelope method, specifically as follows: 

1. The one-stage, two-envelope method is applied in the following cases:

a) Open bidding for bidding packages to provide consulting services;

b) Open bidding for bidding packages providing non-consulting services, construction services, procurement of highly technical or specific goods and mixtures.

2. Contractors submit separate technical proposals and financial proposals at the same time as required by the bidding documents.

3. The bid opening is conducted twice. Technical proposals will be opened immediately after the bid closing time. Contractors that are assessed to meet technical requirements will have their financial proposals opened for evaluation.

3. In phase two, contractors who participated in phase one are invited to submit bids. The bid documents include technical proposals and financial proposals according to the requirements of the second stage bidding documents, including the bid price and bid guarantee.

1. The two-stage, one-envelope method is applied in the case of open bidding for large-scale and complex procurement packages of construction goods and services.

2. In phase one, the contractor submits technical proposals and financial plans according to the requirements of the bidding documents but does not have a bid price. Based on discussions with each contractor participating in this phase, bidding documents for phase two will be determined.

3. In phase two, contractors who participated in phase one are invited to submit bids. Bidding documents include technical proposals and financial proposals according to the requirements of the second stage bidding documents, including bid prices and bid guarantees for the second stage and two envelopes of documents.

1. The two-stage, two-envelope method is applied in the case of open bidding for procurement packages of construction goods and services, mixed with new, complex, and specific technology.

2. In phase one, the contractor submits a separate technical proposal and financial proposal at the same time as required by the bidding documents. Technical proposals will be opened immediately after the bid closing time. Based on the evaluation of the technical proposals of the contractors in this phase, technical corrections compared to the bidding documents and the list of contractors who meet the requirements to be invited to participate in the bidding phase will be determined. paragraph two. Financial proposals will be opened in phase two.

3. In phase two, contractors who meet the requirements in phase one are invited to submit bids. The bid documents include technical proposals and financial proposals according to the requirements of the second stage bidding documents corresponding to the technical correction content. During this stage, the financial proposals submitted in the first stage will be opened simultaneously with the second stage bids for evaluation.
