b) Check the components of the financial proposal, including: Bid form in the financial proposal; general price list, detailed price list; detailed unit price analysis table (if any); other components of the financial proposal dossier;

c) Check the consistency of content between the original and the photocopy to serve the detailed evaluation of the financial proposal.

What is process for evaluating the validity of financial proposals according to the single-stage two-envelope bidding method of procurement documents for bidding packages under the CPTPP Agreement in Vietnam?

According to Clause 2 Article 53 of Decree 95/2020/ND-CP stipulates assessment of the validity of the proposal dossier on finance, as follows:

The contractor's financial proposal is considered valid when it fully meets the following contents:

a) Have the original financial proposal;

b) Have a bid form included in the financial proposal that is signed and stamped by the contractor's legal representative (if any) according to the requirements of the bidding documents; The time for signing the bid form must be consistent with the starting time for organizing contractor selection; The bid price stated in the bid form must be specific and fixed in numbers or words, and the bid price in numbers or words must be consistent and logical with the total bid price stated in the general price list, do not propose different bid prices or include conditions that are disadvantageous to the investor. For joint venture contractors, the bid form must be signed and stamped by the legal representative of each joint venture member (if any) or the member assigned to represent the joint venture must sign the bid form according to assigned responsibilities in the joint venture agreement document;

c) The validity of the financial proposal meets the requirements specified in the bidding documents.

Contractors with valid financial proposals will receive a detailed financial evaluation.

What is detailed evaluation of financial proposals and contractor ranking according to the single-stage two-envelope bidding method of procurement documents for bidding packages under the CPTPP Agreement in Vietnam?

Pursuant to Clause 3 Article 53 of Decree 95/2020/ND-CP stipulates detailed evaluation of financial proposals main and contractor ranking, accordingly:

a) Detailed evaluation of financial proposals and contractor ranking are carried out according to the evaluation standards specified in the bidding documents. In case only one contractor meets the technical requirements and is allowed to open a financial proposal, there is no need to approve the contractor ranking list;

b) After selecting the contractor ranking list, the expert group prepares a report and sends it to the bidding party for consideration. The report must clearly state the following contents:

- List of considered contractors, ranked and ranked order;

- List of contractors that do not meet the requirements and are eliminated; Reasons for removing the contractor;

- Comments on competitiveness, fairness, transparency and economic efficiency during the contractor selection process. In cases where competition, fairness, transparency and economic efficiency are not guaranteed, the reasons must be clearly stated and solutions proposed;

- The contents of the bidding documents are not consistent with the provisions of the law on bidding, leading to unclear or different understandings during the implementation process or may lead to distortion of the contractor selection results (if any); propose remedial measures.
