Based on Article 110 of the Land Law 2024 on the preparation and implementation of resettlement projects, resettlement areas:

Article 110. Preparation and implementation of resettlement projects, resettlement areas

1. The People's Committee at the provincial level and the People's Committee at the district level are responsible for organizing the preparation and implementation of resettlement projects in accordance with the law.

2. The resettlement area must meet the following conditions:

a) The technical infrastructure of the resettlement area must at least meet the new rural standards for rural areas and urban standards for urban areas, including: transport roads ensuring connection with adjacent areas, lighting and living electricity, water supply and drainage systems, communication, and environmental treatment;

b) The social infrastructure of the resettlement area must ensure access to medical, educational, cultural, sports, markets, commercial services, recreational, and cemetery services;

c) Suitability with the conditions, customs, and practices of each region and area.

3. The resettlement location is selected in the following order of priority:

a) Within the administrative unit of the commune where the land is acquired;

b) Within the administrative unit of the district where the land is acquired in cases where there is no land in the commune-level administrative unit where the land is acquired to arrange for resettlement;

Based on Article 86 of the Land Law 2024 on the agencies, units, and organizations responsible for performing the tasks of compensation, support, resettlement; managing, exploiting, and using the acquired land fund:

Article 86. Agencies, units, organizations responsible for performing the tasks of compensation, support, resettlement; managing, exploiting, and using the acquired land fund

1. The People's Committee at the district level is responsible for directing and organizing the implementation of the tasks of compensation, support, and resettlement in accordance with this Law.

2. Units and organizations carrying out the tasks of compensation, support, and resettlement include one or more of the following units and organizations:

a) Land development organization;

b) Other units, organizations with the function of performing tasks of compensation, support, resettlement;

c) Compensation, support, resettlement council.

The compensation, support, resettlement council is established by the decision of the Chairman of the People's Committee at the district level for each project, including: Chairman or Vice-Chairman of the People's Committee at the district level as the President; representatives of the financial authority, the authority with land management function, People's Committee at the commune level where the land is acquired; representative of the land user whose land is acquired; several other members as decided by the Chairman of the People's Committee at the district level in accordance with the local situation. Representatives of People's Councils, the Vietnam Fatherland Front Committee at the district level, and representatives of other political - social organizations are invited to attend the meetings of the compensation, support, resettlement council for supervision.

Based on Article 111 of the Land Law 2024 on resettlement arrangements:

Article 111. Resettlement arrangements

1. The units, organizations performing the tasks of compensation, support, resettlement which are assigned the responsibility by the People's Committee at the provincial level and the district level to arrange resettlement must notify the person whose homestead land is acquired, the homeowner who must move the residence about the proposed resettlement arrangement plan and publicly post it for at least 15 days at the headquarters of the People's Committee at the commune level, common living places of the residential community where the land is acquired, and at the resettlement location where people already reside before the competent authority approves the resettlement arrangement plan.

The notification must include the location, scale of the land fund, resettlement housing fund, design, area of each land plot, apartment, land prices, housing prices for resettlement; proposed resettlement arrangement for the person whose land is acquired.

2. The resettlement arrangement plan approved by the competent authority must be publicly disclosed at the headquarters of the People's Committee at the commune level, common living places of the residential community where the land is acquired and at the resettlement location.
