- For land areas planned for agricultural use, priority is given to allocating land to local residents who have not yet been allocated land or lack production land.
- The State has policies to invest in infrastructure in border areas, islands, areas with difficult socio-economic conditions, areas with especially difficult socio-economic conditions, areas with much land but few people to implement plans to put unused land into use; policies on land levy and land rent exemption and reduction for cases of land allocation or lease to put unused land into use.
- Provincial-level People's Committees use funds obtained from the transfer of rice cultivation land for other purposes and other lawful funds to serve the rehabilitation and putting of unused land into use.
