      Pursuant to Article 4 of the Law on Planning in 2017 stipulating basic principles of planning in Vietnam as follows;

      - Comply with regulations of this Law, other relevant regulations of law and international treaties to which the Socialist Republic of Vietnam is a signatory.

      - Ensure uniformity between the planning and the socio-economic development strategy and plan, ensure the combination of the sector management and territorial management; ensure national defense and security; protect the environment.

      - Ensure compliance, continuity, inheritance, stability and hierarchy in the national planning system.

      - Ensure participation of the people, the public, other organizations and individuals; ensure harmony of national interests, interests of regions and areas and the people with an emphasis on national interests; ensure gender equality.

      - Ensure scientism, application of modern technology, interconnection, forecast, feasibility, economization and effective use of national resources; ensure objectivity, publicity, transparency and conservation.

      - Ensure independence between the planning authority and planning appraisal council.

      - Provide resources to implement planning.

      - Ensure uniform state management of planning, appropriate assignment and authorization between regulatory authorities.

      The Prime Minister of Vietnam directs to speed up the completion of national planning, regional planning, provincial planning to be completed in 2023

      On May 25, 2023, the Prime Minister issued Directive 15/CT-TTg in 2023 on accelerating the progress and improving the quality of planning for the period 2021 - 2030, with a vision to 2050.

      The Prime Minister has set out to ministries, localities, the Ministry of Natural Resources and Environment and the Ministry of Planning and Investment the task of accelerating the completion of national, regional, and provincial master plans. The version to be completed in 2023 is as follows:

      2. Accelerate progress and improve the quality of planning, appraisal and approval for the period 2021 - 2030, with a vision to 2050

      a) Ministries and localities:

      Accelerate the preparation, appraisal, decision or approval of national, regional and provincial master plans to be basically completed in 2023 in accordance with the plan and schedule for formulation, appraisal and approval of regulations. planning period 2021 - 2030 in Official Letter No. 760/TTg-CN dated August 31, 2022, on the basis of ensuring the quality of the planning, in which it is necessary to focus on:

      - For plannings that have been decided or approved by competent authorities, urgently organize the announcement and publicization of the planning as prescribed, except for contents related to state secrets as prescribed by law on the protection of state secrets; formulating and submitting for promulgation the planning implementation plan according to regulations; reviewing and correcting the dossier, ensuring consistency with the approved decision to update it into the national planning information system and database according to the provisions of Article 42 of the Law on Planning and the provisions of Article 2 of this Law. 41 Decree No. 37/2019/ND-CP dated May 7, 2019 of the Government detailing the implementation of a number of articles of the Law on Planning.

      - For plannings that have been appraised, it is recommended to urgently complete planning procedures and documents to submit to competent authorities for approval according to regulations.

      - For plannings already submitted for appraisal, expeditiously organize the appraisal according to regulations.

      - For plannings that are under construction or are being consulted urgently, focus on allocating all resources to soon complete the application for appraisal according to regulations.

      b) Ministry of Natural Resources and Environment:

      Assume the prime responsibility for, and coordinate with relevant agencies in, continuing to guide the removal of difficulties and problems arising from land use norms associated with the layout of development space in a direction where additional criteria can be considered. use land to meet each stage, local needs for development space, report to the National Assembly and Government for consideration and decision.

      - Ministry of Planning and Investment:

      Pursuant to Article 5 of the Law on Planning in 2017 stipulating the national planning system in Vietnam as follows:

      National planning system

      1. National planning.

      National planning includes national comprehensive planning, national marine spatial planning, national land use planning and national sector planning.

      2. Regional planning.

      3. Provincial planning.

      4. Special administrative-economic unit planning.

      Special administrative-economic unit planning decided by the National Assembly.

      5. Urban planning, rural planning.

      As regulations above, National planning system includes:

      - National planning.

      National planning includes national comprehensive planning, national marine spatial planning, national land use planning and national sector planning.

      - Regional planning.

      - Provincial planning.

      - Special administrative-economic unit planning.

      Special administrative-economic unit planning decided by the National Assembly.
