  1. The period for district-level land use planning is 10 years. The vision for district-level land use planning is 20 years.
  1. The period of national land use plans and provincial land use plans is 05 years; the district-level annual land use plan is prepared annually.

a) Orientations for land use, a vision that meets the requirements for economic and social development; ensuring national defense, security; environmental protection, adaptation to climate change; ensuring conformity and synchronization between land use planning and transportation planning, construction planning, urban planning, rural planning;

b) Determining the indicators for land use allocated in the provincial land use planning to be expressed as information to the commune-level administrative unit;

c) Determining land use indicators based on the land use needs of the district and commune;

d) Determining the area and zoning of the areas allocated land use indicators in the provincial land use planning according to the provisions at Point b and Point d Clause 2 Article 65 of this Law, in which the area for various types of land is specified to ensure land support policies for ethnic minorities;

  1. The Government of Vietnam organizes the preparation of national land use planning and plans.

The Ministry of Natural Resources and Environment is responsible for leading and assisting the Government of Vietnam in preparing national land use planning and plans.

  1. The provincial People's Committee organizes the preparation of provincial land use planning and plans.

The provincial land administration agency is responsible for leading and assisting the provincial People's Committee in preparing provincial land use planning and plans.

  1. The district-level People's Committee organizes the preparation of district-level land use planning and annual district-level land use plans.

The district land administration agency is responsible for leading and assisting the district-level People's Committee in preparing district-level land use planning and annual district-level land use plans.
