On July 31, 2024, the Minister of Construction issued Circular 05/2024/TT-BXD providing details on certain provisions of the Housing Law 2023, which includes:
- Point a Clause 2 Article 21 regarding the notice document for leasing housing owned by foreign individuals in Vietnam to the district-level housing management agency where the house is located.
- Point a Clause 3 Article 57 regarding the requirements for constructing multi-story, multi-apartment housing by individuals.
- Clause 5 Article 57 regarding the Regulations on management and use of apartment buildings.
- Clause 9 Article 78 regarding the form of documents proving entities specified in Clauses 1, 2, 3, 4, 5, 6, 8, 9, 10, and 11 Article 76 of the Housing Law; form of documents proving eligibility for social housing support policies.
- Clause 3 Article 191 regarding the funding level for developing provincial-level housing development programs and plans.
- Clause 4 Article 191 regarding the form of contracts for purchasing, leasing, leasing-purchase, social housing, resettlement housing, and housing as public assets.
- Clause 14 Article 191 regarding the training program framework on apartment operation management.

What is the formula for determining the funding level for developing provincial-level housing development programs?
Based on Article 10 of Circular 05/2024/TT-BXD, the formula for determining the funding level for developing provincial-level housing development programs is as follows:

- The funding level for developing provincial-level housing development programs is determined by the following formula:
CCT = CCT1 + CCT2
Where:
CCT: is the total funding level for developing the housing development program.
CCT1: is the cost of developing the housing development program.
CCT2: is the operational management cost for developing the housing development program of the provincial-level housing management agency.
- The cost of developing the housing development program (CCT1) specified in Clause 1 of this Article is determined by the following formula:
CCT1 = Ccg + Cql + Ck + TL + GTGT
Where:
Ccg: is the cost for experts to perform tasks.
Cql: is the management cost of the consulting unit.
Ck: is other costs, including travel, accommodation, office supplies, and other reasonable expenses as stipulated.
TL: is taxable income.
GTGT: is value-added tax.

Thus, the funding level for developing the provincial-level housing development program is determined by the formula:
CCT = CCT1 + CCT2

CCT: is the total funding level for developing the housing development program.
CCT1: is the cost of developing the housing development program.
CCT2: is the operational management cost for developing the housing development program of the provincial-level housing management agency.
What are the regulations on training professional knowledge and skills for apartment operation management?
Based on Article 15 of Circular 05/2024/TT-BXD, the regulations on training professional knowledge and skills for apartment operation management are as follows:
[1] The mandatory theoretical part includes the following 07 topics:
- Topic 1: Operations management of apartment buildings;
- Topic 2: Operations management of electrical systems, water supply and drainage, ventilation - heating in apartment buildings;
- Topic 3: Operations management of fire prevention and fighting systems in apartment buildings;
- Topic 4: Operations management of elevator and escalator systems in apartment buildings;
- Topic 5: Environmental sanitation management, landscaping of apartment buildings, and wastewater treatment;
- Topic 6: Risk management, security order management, administrative management, and natural disaster response in apartment buildings; requirements for civilized urban and apartment living;
- Topic 7: Application of information technology in apartment operation management.
In addition to the above 07 topics, training institutions may add other training topics based on the needs of the learners.
[2] The mandatory practical part includes the following contents:
- Conducting field surveys on the operation management of apartment buildings;
- Practicing safety, security, customer care, environmental sanitation, fire safety, rescue, and the use of digital technology and management software in apartment operation;
- Other practical parts related to apartment operation management as required by learners;
- After surveys and practical sessions, learners must write reports covering the following contents: coordination regulations between relevant organizations and individuals in apartment operation management; evaluations on safety, security, fire safety, environmental sanitation of apartments, and the application of information technology in apartment operation management.
