Functions and Tasks of the Land Fund Development Center

[* Functions of the Land Development Center (Article 1)]
The Land Development Center is a public service provider under the Department of Natural Resources and Environment, with the function of creating, developing, managing, and exploiting land funds; organizing the implementation of compensation, support, and resettlement; receiving the transfer of land use rights from organizations, households, and individuals; organizing land use rights auctions and performing other services in the land sector.
[* Tasks and Powers of the Land Development Center (Article 2)]
Formulating and organizing the implementation of plans for land recovery according to the annual land use plan of districts, district-level towns, and cities under the province for compensation, support, and resettlement.
Formulating and organizing the implementation of compensation, support, and resettlement plans when the State recovers land.
Developing investment projects and organizing the construction of infrastructure on land to organize land use rights auctions when assigned by the provincial-level People's Committee.
Organizing the implementation of investment in the creation and development of housing and resettlement land to serve State land recovery and local socio-economic development when assigned by the provincial-level People's Committee.
Carrying out the transfer of land use rights according to legal regulations.
Managing cleared land funds, transferred land funds without investment projects or land use rights auctions; recovered land and land managed by the Land Fund Development Organization per the Land Law.
Organizing land use rights auctions according to legal regulations.
Formulating plans for using and exploiting managed land funds but not yet allocated or leased.
Providing services in compensation, support, and resettlement when the State recovers land; land use rights auctions; consulting services for land price determination, except in cases where the State determines land prices; providing information on investment locations, land prices, and land funds to organizations and individuals upon request.
Being provided with dossiers, maps, information, and data on land, housing, and other assets attached to land according to legal regulations.
Engaging in joint ventures, partnerships, and cooperation with economic organizations and individuals to perform assigned tasks in accordance with legal regulations on the management and use of state assets; legal regulations on autonomy mechanisms for public service providers and other relevant legal regulations.
Signing contracts to hire organizations or individuals for consulting or performing assigned tasks per legal regulations.
Collecting fees and charges in accordance with legal regulations.
Managing public employees, laborers, finances, and assets of the Land Development Center per legal regulations; implementing reporting policies according to current regulations in assigned work areas.
