Change of Owner's Address: Is Updating Information on the Red Book Necessary?
Article 5 Circular 23/2014/TT-BTNMT stipulates:
The certificate issued to households, individuals using land shall contain information about full name, year of birth, name and number of identity documents (if any), and permanent address.
Clause 14 Article 6 Circular 33/2017/TT-BTNMT stipulates:
Land users, owners of assets attached to the land are allowed to change names; confirm changes in information about legal entities, ID card numbers, Citizen Identification card numbers, addresses on the issued Certificate as requested by the land user, owner of assets attached to the land; confirm changes in information about legal entities, ID card numbers, Citizen Identification card numbers, addresses on the issued Certificate simultaneously with the procedure for registering the change of land, assets attached to the land.
Thus, when changing the permanent address different from the permanent address on the issued Certificate, the change of address on the Certificate is carried out according to the needs of the land user.
