In Section 1 of Directive 34-CT/TW of 2024, the specific goal set to be achieved by 2030 is outlined as follows:
- Strengthen the dissemination, thorough understanding, and enhancement of awareness and responsibility of cadres, Party members, especially the heads of agencies, organizations, businesses, and social communities regarding the nature and significance of social housing development; identifying social housing development as a political determination, an important task of the Communist Party and the entire political system, reflecting the good characteristics and nature of our policies; considering it as one of the key tasks prioritized in the country's socio-economic development. Focus on leadership, direction, promote the role, and associate the responsibility of the heads in improving the quality and efficiency of social housing development; incorporate the target of social housing development into the system of 5-year and annual socio-economic development targets of localities. Strive to eliminate completely by 2030 the situation of temporary houses, dilapidated houses for poor households, near-poor households, people affected by natural disasters and climate change; complete the construction of at least 1 million social housing units for low-income individuals and industrial park workers in urban areas; effectively implement housing support as per targeted programs, especially for people with meritorious service, family members of people with meritorious service having housing difficulties, poor households in rural areas, ethnic minority and mountainous areas; ensuring 100% of people with meritorious service and their families are well cared for in terms of housing.

Thus, one of the requirements set by the Secretariat for the Party committees, Party organizations, governments, the Vietnam Fatherland Front, and socio-political organizations to thoroughly understand and strictly implement is to strive to complete the construction of at least 1 million social housing units for low-income individuals, industrial park workers in urban areas by 2030 in accordance with the law.

What is the minimum payment period for social housing rental-purchase?
Article 62 of the Housing Law 2014 stipulates the principle of renting, rental-purchasing, and selling social housing as follows:
Principles for renting, rental-purchasing, and selling social housing
- The rental, rental-purchase, and sale of social housing must conform to this Law; during the same period, each subject specified in Clause 1, Article 50 of this Law is only entitled to rent or rental-purchase or purchase one social housing unit; for students at public ethnic boarding schools, they are exempt from housing rent and service fees during the usage period.
2. The minimum term of a social housing rental contract is 5 years; the minimum payment period for the rental-purchase of social housing is 5 years from the date of signing the rental-purchase contract.
The tenant or rental-purchaser of social housing is not allowed to sell, sublease, or lend the house during the rental, rental-purchase period; if the tenant or rental-purchaser no longer needs to rent or rental-purchase the house, the contract will be terminated and the house must be returned.
The rental-purchaser or purchaser of social housing is not allowed to resell the house within at least 5 years from the date of full payment for the rental-purchase or purchase; in case within the 5-year period from the date of full payment for the rental-purchase, if there is a need to sell the house, it can only be sold back to the managing unit of that social housing or sold to subjects eligible to purchase social housing if the managing unit does not purchase it, at a maximum price equal to the price of similar social housing at the same location and time of sale, and no personal income tax is to be paid.

Thus, the minimum payment period for the rental-purchase of social housing is 5 years from the date of signing the rental-purchase contract.
What are the types of social housing construction investment projects starting January 1, 2025?
Article 81 of the Housing Law 2023 (effective January 1, 2025) stipulates the types of social housing construction investment projects as follows:
Types of projects and requirements for social housing construction investment projects
Social housing construction investment projects include the projects specified in Points a, b, c, d, and e, Clause 1, Article 30 of this Law.
Social housing construction investment projects as per Clause 1 of this Article must be constructed on land for social housing development prescribed in Clause 6, Article 83 of this Law and meet the requirements stipulated in Article 33 of this Law. The handover of social housing shall be conducted as per Clauses 3 and 4, Article 37 of this Law.
Investors of social housing construction investment projects must build houses for sale, rental-purchase, and rent; they are not permitted to transfer the land use rights for individuals to self-construct houses.
Thus, social housing construction investment projects include the projects specified in Points a, b, c, d, and e, Clause 1, Article 30 of the Housing Law 2023, specifically the following types:
- Investment project to construct one independent housing building or a cluster of housing buildings;- Investment project to construct one mixed-use housing building or a cluster of mixed-use housing buildings;- Investment project to construct a housing area integrated with technical infrastructure, social infrastructure, and other works to meet housing needs;- Investment project to construct an urban area with housing;- Multi-purpose land use project that allocates a portion of the land for housing construction.
