Are students eligible for social housing rental support?
Article 49 of the Housing Law 2014 stipulates the categories of individuals eligible for social housing support policies as follows:
The following categories, if meeting the conditions prescribed in Article 51 of this Law, are entitled to social housing support policies:
Persons with meritorious services to the revolutionary cause as prescribed by law on preferences for those with meritorious services to the revolutionary cause;
Poor and near-poor households in rural areas;
Households in rural areas frequently affected by natural disasters and climate change;
Low-income individuals, poor households, and near-poor households in urban areas;
Workers currently employed in enterprises within and outside industrial zones;
Officers, non-commissioned officers, technical non-commissioned officers, professional soldiers, and employees in police and military agencies;
officials and public employees as prescribed by law concerning officials and public employees;
Individuals who have returned their service housing as per Clause 5, Article 81 of this Law;
Students of academies, universities, colleges, and vocational schools; students of public ethnic boarding schools are allowed to use housing during their study period;

Clause 1, Article 50 of the Housing Law 2014 prescribes the forms of implementing social housing support policies as follows:
- Support in solving rental, rental-purchase, and sale of social housing for the categories specified in Clauses 1, 4, 5, 6, 7, 8, and 10 of Article 49 of this Law; for the category specified in Clause 9, Article 49 of this Law, only social housing rental is allowed.
Thus, according to current regulations, students are one of the categories eligible for social housing support policies and are supported in renting social housing.
Are students without permanent residence registration in the city eligible for social housing rental support in the city?
Point b, Clause 1, Article 51 of the Housing Law 2014 stipulates the conditions to benefit from social housing support policies as follows:
b) Must have permanent residence registration in the province or centrally-run city where the social housing is located; in case of no permanent residence registration, they must have temporary residence registration for one year or more in this province or city, except for the case specified in Clause 9, Article 49 of this Law;
Thus, according to current regulations, students without permanent residence registration in the city are still eligible for social housing rental support in the city.
