Will Vietnam Social Insurance issued a Decision to amend the codes recorded on health insurance cards be applied from December 3, 2023?
On November 27, 2023, Vietnam Social Insurance issued Decision 1697/QD-BHXH of 2023 amending the code recorded on health insurance cards in Decision 1351/QD-BHXH of 2015.
Decision 1697/QD-BHXH of 2023 takes effect from December 3, 2023.
Note :
- Regulations in Points a and g, Clause 1; Point a, Point b Clause 2 Article 1 Decision 1697/QD-BHXH of 2023 will be applied from October 19, 2023.
- Regulations in Points c and e, Clause 1; Point c Clause 4 Article 1 Decision 1697/QD-BHXH of 2023 will be applied from February 15, 2022.
- Regulations in Clause 1; Clause 2; Clause 3; Clause 4, Article 1, Decision 1697/QD-BHXH of 2023 (except for the regulations applied in Clause 2; Clause 3, Article 1, Decision 1697/QD-BHXH of 2023) will be applied from December 1, 2018.
- Abolish the regulations in the 4th bullet point, point b, clause 1, Article 2, Decision 1351/QD-BHXH 2015. Previous regulations contrary to Decision 1697/QD-BHXH of 2023 are all annulled.

Pursuant to Clause 2, Article 2 of Decision 1351/QD-BHXH of 2015, amended and supplemented by Clause 5, Article 1 of Decision 1697/QD-BHXH of 2023, it is stipulated as follows:

In case a person belongs to many subjects participating in health insurance, the health insurance benefit level recorded on the health insurance card is the benefit level of the subject with the highest benefits.
a) Numerical symbol 1: 100% of medical examination and treatment costs are paid by the health insurance fund because they only pay health insurance and do not apply limits on payment rates for drugs, chemicals, and medical supplies and technical services according to regulations of the Minister of Health, including beneficiaries with symbols: CC, TE.
b) Numerical symbol 2: 100% of medical expenses covered by health insurance are paid by the health insurance fund (with a limit on the payment rate for some drugs, chemicals, medical supplies and technical services according to regulations). Decision of the Minister of Health); Only the cost of transporting patients from the district level to higher recruitment in case of emergency or when undergoing inpatient treatment requires transfer to professional and technical recruitment, including subjects with the symbols: CK, CB, KC, HN , DT DK, XD, BT, TS, AK, CT

Pursuant to Article 3 of Decision 1351/QD-BHXH 2015 stipulating the code of health insurance medical examination and treatment facilities registered by health insurance participants: includes 05 numerical characters, printed after the name of the medical examination facility Initial medical treatment is provided by Vietnam Social Insurance. As follows:
- The first two characters: denoted by numbers (from 01 to 99) are the code of the province or centrally run city where the initial medical examination and treatment facility is headquartered.
- The last three characters: denoted by numbers (from 001 to 999) or by a combination of numbers and letters, are the serial numbers of the health insurance medical examination and treatment facility.
