Will physical social insurance books be issued in Vietnam after January 01, 2026?
Pursuant to Article 25 of the Law on Social Insurance 2024 stipulating social insurance books:
Article 25. Social insurance books
- Social insurance books are issued to each worker, containing basic information about the individual, recording contributions, benefits, resolution of social insurance benefits, and other necessary related information.
- Social insurance books are issued in electronic form, physical form, and both have equal legal value.
By no later than January 01, 2026, social insurance books in electronic form will be issued; physical social insurance books will be issued upon the request of social insurance participants.
- Data on social insurance books is updated accurately, promptly, and verified and managed according to regulations.
- The Government of Vietnam shall detail this Article.
According to the above regulations, from January 01, 2026, social insurance books will be issued in electronic form; physical social insurance books will be issued upon the request of social insurance participants.

What are the rights of social insurance participants in Vietnam?
Pursuant to Article 10 of the Law on Social Insurance 2024 stipulating the rights of social insurance participants and beneficiaries:
Article 10. Rights of social insurance participants and beneficiaries
- Social insurance participants have the following rights:
a) Enjoy social insurance benefits as provided by this Law;
b) Be issued social insurance books;
c) Be periodically provided monthly information on social insurance contributions via electronic means; receive confirmation of social insurance contributions from the social insurance agency upon request;
d) Request the employer and relevant agencies and organizations to fully fulfill their social insurance responsibilities towards them according to the law;
dd) Be informed and educated on social insurance policies and law;

Thus, social insurance participants have the following rights:
- Enjoy social insurance benefits as provided by law
- Be issued social insurance books
- Be periodically provided monthly information on social insurance contributions via electronic means; receive confirmation of social insurance contributions from the social insurance agency upon request
- Request the employer and relevant agencies and organizations to fully fulfill their social insurance responsibilities towards them according to the law
- Be informed and educated on social insurance policies and law
- Proactively undergo medical examinations to determine the reduction in labor capacity if preserving the period of social insurance contributions and be reimbursed for medical examination fees when the medical examination results meet the conditions for social insurance benefits as stipulated
- Lodge complaints, denunciations, and lawsuits about social insurance according to the law
What are the responsibilities of social insurance participants in Vietnam?
Pursuant to Article 11 of the Law on Social Insurance 2024 stipulating the responsibilities of social insurance participants and beneficiaries:
Article 11. Responsibilities of social insurance participants and beneficiaries
- Social insurance participants have the following responsibilities:
a) Contribute to social insurance as stipulated by this Law;
b) Monitor the fulfillment of social insurance responsibilities towards them;
c) Provide accurate, truthful, and complete information in compliance with social insurance registration requirements.
- The social insurance beneficiaries have the following responsibilities:
a) Comply with the regulations on procedures, processes, and other requirements for enjoying social insurance benefits as stipulated by this Law and other relevant regulations;
b) Refund social insurance benefits when a competent authority determines the benefits were not obtained in compliance with the law;
c) Annually, social insurance beneficiaries through personal accounts opened at banks must cooperate with the social insurance agency or service organizations authorized by the social insurance agency to verify information to ensure eligibility for social insurance benefits.
According to the above regulations, social insurance participants have the following responsibilities:
- Contribute to social insurance as stipulated
- Monitor the fulfillment of social insurance responsibilities towards them
- Provide accurate, truthful, and complete information in compliance with social insurance registration requirements
