Wife and Children Participating in Compulsory Health Insurance, Husband Participating in Household Health Insurance: Is There a Discount?
Pursuant to the provisions of Clause 7, Article 1 of the amended Health Insurance Law of 2014:
All members of a household as stipulated in Clause 5, Article 12 of this Law must participate in health insurance. The contribution rates are gradually reduced from the second member onward. Specifically:
- The first person contributes up to a maximum of 6% of the statutory pay rate;
- The second, third, and fourth person contribute 70%, 60%, and 50% respectively of the first person's contribution rate;
- From the fifth person onward, the contribution is 40% of the first person's contribution rate.
This regulation is understood that in cases where household members jointly participate in household health insurance (not subject to other mandatory health insurance categories), the contribution rate is reduced from the second person onward.
For example: In a family of four, if two people participate in mandatory health insurance at their workplace and the remaining two at home do not work and participate in household health insurance, the first person contributes up to a maximum of 6% of the statutory pay rate, and the second person has their contribution rate reduced to 70% of the first person's contribution rate.
Therefore, in your case, since you and your children participate in mandatory health insurance at work and school respectively, and only your husband participates in household health insurance, your husband is not eligible for a reduced contribution rate because he is considered the first person participating in household health insurance.
