Who are beneficiaries of health insurance covered by the State Budget in Vietnam?
Based on Clause 3, Article 12 of the Law on Health Insurance 2008 (amended by Clause 10, Article 1 of the Law on Amendments to the Law on Health Insurance 2024), the state budget covers health insurance for the following entities:
- Active-duty officers of the Vietnam People's Army, professional soldiers; service officers, technical service officers, working in the People's Public Security force; cipher personnel receiving salaries equivalent to soldiers
- Non-commissioned officers, soldiers in active military service; service non-commissioned officers and soldiers in the People's Public Security; Vietnamese military students, police students, and cipher students receiving stipends
- Foreign military students, police students, and cipher students receiving stipends
- Students in reserve officer training for three months or more who have not yet participated in social insurance, health insurance
- Permanent militiamen
- People who rendered meritorious services to the revolution as stipulated by the Ordinance on Preferences for People with Merits; war veterans
- Incumbent National Assembly deputies, People's Council deputies at all levels
- Children under 6 years of age
- Relatives of martyrs, individuals who cared for martyrs as stipulated by the Ordinance on Preferences for People with Merits
- Relatives of individuals with meritorious services to the revolution, spouses of martyrs who have since remarried, and relevant individuals as stipulated by the Ordinance on Preferences for People with Merits
- Relatives of the following:
+ Active-duty officers of the Vietnam People's Army, professional soldiers; service officers, technical service officers, working in the People's Public Security force; cipher personnel receiving salaries equivalent to soldiers
+ Non-commissioned officers, soldiers in active military service; service non-commissioned officers and soldiers in the People's Public Security; Vietnamese military students, police students, and cipher students receiving stipends
- Individuals who have donated human body parts according to legal regulations
- Foreigners studying in Vietnam awarded scholarships funded by the Vietnamese state budget
- Individuals from poor households; ethnic minorities from near-poor households residing in communes, villages in minority regions and mountainous areas; ethnic minorities residing in areas with difficult socio-economic conditions; individuals living in areas with exceptionally difficult socio-economic conditions; residents of island communes and districts
- Commune-level officers who have retired, receiving monthly allowances from the state budget
- Individuals who have ceased to receive loss of labor capacity allowances receiving monthly allowances from the state budget
- Individuals receiving monthly social assistance; individuals receiving monthly custodial care in accordance with relevant laws; individuals receiving monthly survivorship allowance and are also eligible for social assistance
- Individuals aged 75 or older receiving monthly survivorship allowance, individuals aged 70 to under 75 from near-poor households receiving monthly survivorship allowance
- Individuals receiving monthly social pension allowances according to laws on social insurance
- Workers not eligible for retirement pensions and not yet old enough to receive social pension allowances during the period they receive monthly allowances according to laws on social insurance.

What is the contribution rate of health insurance paid by the State Budget in Vietnam?
Based on Clause 3, Article 13 of the Law on Health Insurance 2008 (amended by Clause 11, Article 1 of the Law on Amendments to the Law on Health Insurance 2024), the rate and responsibility for contributing to health insurance are stipulated as follows:
Article 13. Contribution Rate and Responsibility for Health Insurance

- The contribution rate covered and supported by the state budget is stipulated as follows:
a) The maximum monthly contribution for entities specified in point a, clause 3, Article 12 of this Law is 6% of the monthly salary and is paid by the state budget;
b) The maximum monthly contribution for entities specified in points b, c, d, đ, e, g, h, i, k, l, m, o, p, q, r, s, t, and u, clause 3, Article 12 of this Law is 6% of the reference rate and is paid by the state budget;
c) The maximum monthly contribution for entities specified in point n, clause 3, Article 12 of this Law is 6% of the reference rate and is paid by the state budget through the agency, organization, or unit providing the scholarship;
d) The maximum monthly contribution for entities specified in clause 4, Article 12 of this Law is 6% of the reference rate, contributed by the entity themselves and partially supported by the state budget.

According to the above regulation, the health insurance contribution rates covered by the state budget are as follows:
[1] Maximum monthly contribution is 6% of the monthly salary and is paid by the state budget for the following entities:

[3] Maximum monthly contribution is 6% of the reference rate and is paid by the state budget through the agency, organization, or unit providing scholarships for foreigners studying in Vietnam awarded scholarships from the Vietnamese state budget.
In which cases can the health insurance card in Vietnam be changed?
Based on Clause 1, Article 19 of the Law on Health Insurance 2008, the health insurance card can be replaced in the following cases:
- Torn, damaged, or defective
- Change of the initial registered healthcare facility
- Incorrect information recorded on the card
