Who shall participate in compulsory social insurance in Vietnam?
Pursuant to Article 2 of the Law on Social Insurance in 2014 stipulating subjects of application as follows:
- Persons working under indefinite-term labor contracts, definite-term labor contracts, seasonal labor contracts or contracts for given jobs with a term of between full 3 months and under 12 months, including also labor contracts signed between employers and at-law representatives of persons aged under 15 years in accordance with the labor law;
- Persons working under labor contracts with a term of between full 1 month and under 3 months;
- Cadres, civil servants and public employees;
- Defense workers, public security workers and persons doing other jobs in cipher organizations;
- Officers and professional army men of the people's army; officers and professional non-commissioned officers and officers and technical non- commissioned officers of the people's public security; and persons engaged in cipher work and enjoying salaries like army men;
- Non-commissioned officers and soldiers of the people’s army; non- commissioned officers and soldiers on definite-term service in the people’s public security; army, public security and cipher cadets who are entitled to cost- of-living allowance;
- Vietnamese guest workers defined in the Law on Vietnamese Guest Workers;
- Salaried managers of enterprises and cooperatives;
- Part-time staffs in communes, wards and townships.
- Employees who are foreign citizens working in Vietnam with work permits or practice certificates or practice licences granted by competent Vietnamese agencies shall be covered by compulsory social insurance under the Government’s regulations.
- Employers covered by compulsory social insurance include
+ State agencies, non-business units and people's armed forces units;
+ Political organizations, socio-political organizations, socio-politico-professional organizations, socio-professional organizations and other social organizations;
+ Foreign agencies and organizations, and international organizations operating in the Vietnamese territory;
+ Enterprises, cooperatives, individual business households, cooperative groups, and other organizations and individuals that hire or employ employees under labor contracts.

Pursuant to Article 2 of the Regulation on Establishment, Use, and Management of Health Identification Codes issued together with Decision 2153/QĐ-BYT in 2020 stipulating the Regulation on Establishment, Use, and Management of Health Identification Codes as follows:
Explanation of terms:
1. Health identification code (HID) is a group of data used to identify an individual participating in health care services.
2. Social security number (SSN) is the unique individual identifier of a participant issued by the Social Insurance Agency to be recorded on the social insurance book, health insurance card in accordance with the provisions of Decision 346/QD-BHXH dated March 28, 2019 of the Vietnam Social Insurance Agency Promulgating the regulation on management and issuance of social security numbers for participants in social insurance, health insurance.
Pursuant to Article 3 of the Regulation on Establishment, Use, and Management of Health Identification Codes issued together with Decision 2153/QĐ-BYT in 2020 stipulating principles for determining health identification codes: as follows:
Principles for determining health identification codes:
1. Use social security IDs as health identification codes.
2. Each individual is only assigned one unique health identification code, and each health identification code is only assigned to one individual and remains valid for life.
3. Healthcare facilities use health identification codes to link people's health information to electronic medical records, electronic health records, and other medical information software.
As regulations above, social insurance IDs are unique personal identifiers issued by the Social Security Agency to be recorded on social insurance books and health insurance cards. Currently, social insurance numbers will be used as health identification codes.
Each individual is only assigned one unique health identification code, and each health identification code is only assigned to one individual and remains valid for life.
5 basic properties of social insurance IDs in Vietnam
Pursuant to Article 4 of the Regulation on Establishment, Use, and Management of Health Identification Codes issued together with Decision 2153/QĐ-BYT in 2020 stipulating basic properties of social insurance IDs in Vietnam as follows:
(1) Availability:
- Always in a state of readiness at any time, anywhere for healthcare facilities to query and use the health identification code.
(2) Identification:
- Has the ability to identify the identity of an individual associated with a valid identification code.
- Identification information may include the following information:
+ Social security number;
+ Full name;
+ Date of birth;
+ Gender;
+ ID number;
+ Place of birth.
- This information is not included in the generation of the health identification code, but is used in conjunction with the health identification code and can be updated in case of a valid change request from the people.
(3) Interoperability:
- The health identification code can be used in combination with other information to create a code that links medical records on different information systems.
(4) Mapping:
- Has the ability to create links with other identification codes.
(5) Verification: Has the ability to check the validity of the identification code.
