What is the management regime of the Head of the Operations Department, the Chief of the Office of the Provincial Social Insurance in Vietnam?
Pursuant to Clause 1 Article 13 of the Decision 2356/QĐ-BHXH in 2022 (effective from 01/01/2023) stipulating management regime of the Head of the Operations Department, the Chief of the Office of the Provincial Social Insurance in Vietnam as follows:
Departments and Offices are under the direct management and administration of the Provincial Social Insurance Director and under the professional direction, inspection and guidance of the units under the Vietnam Social Insurance.
Departments and Offices are managed and operated by the Head of the Department and by the Chief of the Office according to the head regime; assisting the Head of the Department, the Chief of the Office has the Deputy Heads and Deputy Chiefs of the Office.
Head of Department, Chief of Office, Deputy Head of Department, Deputy Chief of Office under Provincial Social Insurance are appointed, relieved from duty, dismissed, transferred, transferred, rewarded and disciplined by the Provincial Social Insurance Director according to the process and decentralization of Vietnam Social Insurance.
The number of Deputy Heads and Deputy Chiefs of Offices of the Provincial Social Insurance is specified in the document on the structure of management officers of the Vietnam Social Insurance, but must not to exceed the quantity specified in the Government's Decree on agencies affiliated to Government.
What is the working regime of the Head of the Operations Department, the Chief of the Office of the Provincial Social Insurance in Vietnam?
Pursuant to Clause 2 Article 13 of the Decision 2356/QĐ-BHXH in 2022 (effective from 01/01/2023) stipulating working regime of the Head of the Operations Department, the Chief of the Office of the Provincial Social Insurance in Vietnam as follows:
a) The head of the department, the Chief of the Office work according to the headship regime, ensuring the principle of democratic centralism; promulgate working regulations, information and reporting regimes of Divisions and Offices and direct and inspect the implementation of such regulations.
b) The Head of the Department, the Chief of the Office assigns or authorizes the Deputy Head and the Deputy Chief of the Office to handle the work under the authority of the Head of the Department, the Chief of the Office. The Deputy Heads and Deputy Chiefs of the Office are responsible before the law and the Heads and Chiefs of the Office for their assigned tasks. The Head of the Department, the Chief of the Office is responsible for the decisions of the Deputy Heads and Deputy Chiefs of the Office assigned or authorized to deal with.
What are responsibilities of the Head of Operations Department, the Chief of Office of the Provincial Social Insurance in Vietnam?
Pursuant to Clause 3 Article 13 of the Decision 2356/QĐ-BHXH in 2022 (effective from 01/01/2023) stipulating responsibilities of the Head of Operations Department, the Chief of Office of the Provincial Social Insurance in Vietnam as follows:
a) Organize the performance of functions and tasks specified in this Decision.
b) Coordinate with relevant units to organize the implementation of assigned tasks.
c) Decide the work within the scope and management competence of the Department, Office and take responsibility for those decisions.
d) Decide on measures to strengthen administrative discipline and discipline; strengthen post-inspection; fight against corruption, waste, bureaucracy, bossiness, authority and other negative manifestations among officials of the Department and Office.
dd) Take responsibility before the Provincial Social Insurance Director and before the law when organizing the performance of tasks.
e) Comply with the provisions of the law, the General Director of Vietnam Social Insurance and the regulations on state administrative management of the Provincial People's Committee.
