What is support level from state budget for students in health insurance under the management of the Ministry of Defense in Vietnam?

Pursuant to Article 4 of Circular 143/2020/TT-BQP stipulating support level from state budget for students in health insurance under the management of the Ministry of Defense as follows:

1. Support 100% of health insurance premiums for pupils and students from near-poor households living in poor districts according to Resolution No. 30a/2008/NQ-CP dated December 27, 2008 of The Government on the program to support fast and sustainable poverty reduction for 61 poor districts and districts are applied mechanisms and policies according to Resolution No. 30a/2008/ NQ-CP.

2. Support at least 70% of the health insurance premium for students from near-poor households and multidimensional-poverty households as prescribed in Clauses 1 and 2, Article 4 of Decree No. 146/2018 / ND-CP.

3. Support at least 30% of the health insurance premium for other pupils and students.

4. The rest of the payment rates specified in Clauses 2 and 3 of this Article shall be paid by the students themselves.

5. In case students belonging to many subjects are supported by the state budget with the above payment level, they will be entitled to the support level for health insurance payment according to the subject with the highest support level.

What is payment method for health insurance under management of the Ministry of National Defense in Vietnam?

Pursuant to Article 5 of Circular 143/2020/TT-BQP, payment method for health insurance under management of the Ministry of National Defense is as follows:

1. For the subjects specified in Clause 1, Article 1 of this Circular.

a) Every month, the unit pays health insurance premiums for employees and deducts health insurance premiums from the employee's salary according to the payment rate specified at Point a, Clause 1, Article 3 of this Circular to pay the same at the latest on the last day of the month on Social Insurance Ministry of Defense.

b) For the case specified at Point b, Clause 1, Article 3 of this Circular , when the competent authority concludes that there is no violation of the law, the employer shall deduct the employee's health insurance arrears equal to 4.5% of 50% of the employee's total salary that is arrears during the period of detention, custody or temporary suspension from work for investigation, shall be paid once to the Social Insurance of the Ministry of National Defense.

2. For the subjects specified in Clause 2, Article 1 of this Circular.

a) The subjects specified at Points a and b:

- Annually, the Ministry of National Defense Social Insurance shall sign payment contracts and issue health insurance cards to the units directly managing this subject.

- The unit directly managing the subjects who deduct health insurance premiums from the state budget at the payment rate specified in Clause 2, Article 3 of this Circular to pay into the social insurance's specialized health insurance collection account. The Ministry of National Defense as soon as the contract takes effect, the health insurance premium will be calculated from the effective date of the contract to the end of December 31 of the fiscal year and liquidate the contract according to regulations.

b) The subjects specified at point c, point d:

- Every year, before October 31, a unit under the Ministry of National Defense signs a contract with the Social Insurance of the Ministry of Defense to pay health insurance premiums and issue health insurance cards to these subjects.

- Based on the signed contract and the decentralized state budget, the unit shall pay health insurance premiums to the health insurance collection account of the Ministry of National Defense Social Insurance according to the payment rate specified in Clause 2, Article 3 of this Circular is divided into 2 installments: the first phase, within 30 days from the effective date of the contract and at least equal to 85% of the total value of the contract; Phase 2, before October 31 every year, the two parties compare the number of cards issued, the amount to pay for health insurance (including the increase or decrease in the number of people participating in health insurance or the adjustment of the base salary, or health insurance premium) to transfer the amount to be paid and liquidate the contract according to regulations.

c) Entities paid by the state budget shall transfer funds to the health insurance fund according to the provisions of Clause 9 Article 9 of Decree No. 146/2018/ND-CP.

3. For the subjects specified in Clause 3, Article 1 of this Circular:

a) Annually, the Ministry of National Defense Social Insurance shall sign a contract to pay health insurance premiums and issue health insurance cards with the units directly managing the subjects.

b) Immediately after the contract takes effect, the unit collects health insurance premiums. Part of the responsibility for payment of students, students according to the rate of payment specified in Clause 3, Article 3 and the level of support from the state budget specified in Article 4 of this Circular according to the term of the school year if the long-term study is over 1 year or According to the course, if students have studied for 12 months or less, students must pay it to the health insurance collection account of the Social Insurance Ministry of National Defense.

c) After the annual settlement, the Social Insurance of the Ministry of Defense summarizes the number of health insurance cards issued, the amount of money actually collected from students and the amount supported by the state budget specified in Article 4 of this Circular, report to Vietnam Social Insurance to summarize and send to the Ministry of Finance to transfer the health insurance premium payment portion of the budget support level to the Ministry of National Defense Social Insurance.

d) For subjects with 100% state budget support of health insurance premiums, when the state adjusts health insurance premiums or base salaries, the state budget's amount of support benefits are adjusted from the date of application of the new health insurance premium rate and the new base salary.

dd) For subjects who are partially subsidized by the state budget for health insurance premiums, when the state adjusts the health insurance premium rates or base salary, students and the state budget are not required to additionally pay the difference due to the adjustment of the health insurance premium, the base salary for the remaining time that the student has paid health insurance.

4. For the subjects specified in Clause 4, Article 1 of this Circular, the employer shall pay health insurance premiums for this subject together with the payment of health insurance premiums for the employees from the sources specified in Clause 4, Article 3 of this Circular.

What are regulations on health insurance cards under the management of the Ministry of Defense in Vietnam?

According to Article 7 of Circular 143/2020/TT-BQP, health insurance cards under the management of the Ministry of National Defense are prescribed as follows:

1. The Ministry of Defense Social Insurance shall issue health insurance cards to the subjects specified in Article 1 of this Circular under the management of the Ministry of National Defense according to the form and code of the card prescribed by the Vietnam Social Insurance. 

2. Continuously participating in health insurance from the second time onwards, the health insurance card is valid for consecutive use with the expiry date of the previous card. The period of continuous participation in health insurance is the use period indicated on the next health insurance card following the expiry date of the previous card; the maximum interruption is not more than 03 months.
